NEED EFFICIENGY IN EXPENDITURES Delaware, Governor States His Views on Finance Harrisburg, Dec. 2.—Bfficiency is needed in the expenditure of appro- priations quite as much as it is needed in order to obtain an intelli- gent budget program, Governor John G. Townsend of Delaware, told the governors of the various states at their conference here today. To pre pare a businesslike budget, he said, makes for efficiency n government less duplication of efforts and fewer commissioners and boards than now exist. | “In as much as all business ex- | perience proves the wisdom and ef- ficiency of the budget method of handling revenues and expenditures we must look elsewhere than to the system itself for reasons of the dis- | appointments he said: “One of the large contributing reasons is that common fallacy which seems to be inheritent in the human race—the fallacy of expecting laws automatically to bring about desired reforms. The human equa- tion is and must always be the larg- est gnd the dominating factor in pub- lic government, quite as surely as it is in private business. No system of government can be efficient unless it is directed by men who are efficient. Experience with budget systems the governor said, proves two things— one, efficiency in public administra- tion must be an antecedent to the preparation and submission of the budget; second, efficiency in public administration must follow the pas- sage of the budget and govern its ex- penditures.
