London, July 18.—The Victory loan campaign is disappointing in the opinion of several morning news- papers. Others, however, accept the statement of J. Austen Chamberlain, chancellor of the exchequer that in view of the circumstances the result is very satisfactory. The Daily Mail says: “Doubtless millions of people are so hard hit by the high prices and taxation that they cannot subscribe, but there are enormous accumulated war and other profits whose posses- sors have lamentably failed to respond to the patriotic appeal.” “7The results make it only too clear,” says the Telegraph “that further ef- forts will be needed before our fin- mnces are placed on a really sound basis.” MEETING IN JAPAN. International Sunday School Confer- ence Will Be Held Next Year. Tokio, July 18.—Extensive prepara- tions are already under way in Japan for the International Sunday school convention which will be held in To- kio next year, and which will bring to Japan some 3,000 foreign visitors, 2,000 of them Americans. The con- ference will probably open October 15, 1920, and last about ten days. As foreign style hotels are always crowded with regular tourists, the delegates will probably be asked to lodge on the steamers which will con- vey them to Japan. Commenting on the coming conven- tion the Jiji says the convention is not a mere religious event, but should be regarded as a v important interna- tional affair, having a bearing upon the diplomatic interests of this coun- COTTON DELIVERY. Small Star Within Band of Bluc; Bears Words “American Degion.” York, July 18.—A button, small reproduction of the regulation bronze five-pointed star discharge button of the War depart- ment surrounded by a narrow circular band of blue enamel with the words “American Legion” inscribed in gold letters thereon, has been adopted as the official emblem of the order, it has been announced at headquarters here. Distribution of the button, the central part of which will be silver instead of bronze for members of the legion wounded in service, will be made to members through state and local branches in a few days. Versailles, July 17.—Announcement was made here semi-officially today that Baron Kurt von Lersner, the head of the German mission here, had been appointed charge d'affaires to look after German interests in France. Appointment of von Lersner as dip- lomatic representative in France is the first step by Germany in the resump- tion of such relations with her for- mer opponents. Baron von Lersner formerly was a secretary of the Ger- man embassy in Washington. He has bee attached to the German peace del- egation since its arrival in Versailles. President of Brazil Returning Home on American Fighting Craft. Rio Janeiro, July 17.—The Amewi- can battleship Idaha, carrying Presi- dent-elect Pessoa of Brazil from New York to Rio Janeiro stopped today off the coast of the state of Parahyba while Dr. Pessoa spent the day at Ca- bedla, his birthplace. Dr. Pessoa re- turned to the Idaho tonight and the battleship resuming its voyage, is ex- pected to reach Janeiro July 22. AIR SERVICE IN STRAITS. July 18.—Plans for the establishment of four observation squadrons in the Philippines will have Washington, to be abandoned, Army officials say, unless some remedy is found for the present situation of the air service. Each of these squadrons requires 41 flying officers and the entire cothmis- sioned personnel of the service will number only 222 by September 30. ‘Other -projects to be abandoned in- clude: Three squadrons for Hawail, three squadrons for Panama and two for the border patrol and 40 balloon companies for the United States.
