There is a wide var- iance of opinion, however, as to the legislature’s claim to any such dis- tinction, It is to. be feared that the members are confusing mere 'speed with efficiency and there are those who believe that it will over-reach itself in its speed mania and instead of being the best, will earn the title of the worst assembly that has ever sat at the capitol. There is one distinction, however, which cannot bé taken away from this assembly. It has been more completely dominated by the political machine than any legislature in vears. A dual political leadership has been the guilding influence on cvery important measure considered, and the affairs of the stcte have been most masterfully managed from ‘the Allyn house. Practically all the big measures have borne =a taint of suspicion about them. Question Something of Puzzle. One question which.is something of a puzzle is: “Why did the finance committee recommend a three mill income tax on Monday and come in Tuesday and agree, without even a fight, to cut it down to two peér cent?” “Did anything happen over night which caused this sudde® change of heart?” Not tliat anyone thinks two per cent. is too much, but there is some wonder why three per cent. was proposed at all. And another ques- tion is: ‘“Why, if the rate was started high with the expectation of being beaten down, didn’t thé insurance companies.get similar consideration?’ The insurancé companies were just as bitterly opposed to the one-half of one per cent. tax upon their capital stock as were the manufacturers to the three per cent. income tax, but they made their flight on the floor, of the senate, instead of settling it A REMEDY FOR BRONCHIAL COLDS Philadelphia Man Tells How He Treated a Severe Case With Vinol and the Success- the | amicably outside, as did the manu- facturers. CARMAN’S | DAUGHTER TO BE k A STAR WITNESS : | New York, May 7.—~When Elizabeth | Carman faced District Attorney Smith | at the first trial of her mother for | murder in September of last year one | of the most remarkable surprises of | the entire case occurred. The spec- | tators in the crowded courtroom leaned forward for what was expect- : ed to be one of the supremely critical moments of the dramatic proceedings. To their amazement, however, they heard Mr, Smith inquire of the little girl she was only thirteen then— | with solicitous: kindness. Slizabeth, ¥ou love your mother very much, don't-you?” “Yes sir,” was the fer- vent reply. “That is all,” potitely announced the prosecutor. The child remained in the witness chair per- plexed. Doubt was written plainly en the faces of counsel for the defense, Astonishment swept through the court room. Then, a moment later, came the general redlization and appreecia- { tion of the most subtle touch of the whole trial. All that the district at- torney might have agcomplished by a vigorous cross-evamination’ he had obtained, he believed, by a single question.
