Wilson Disclaims Pentagon Investigation Of Space Ship By ELTON C. FAY WASHINGTON (#—Secretary of Defense Wilson has termed ques- tions about space ships “a little @reamy” and disclaimed knowl- edge of such studies by the Penta- gon, but his department said today it is actively exploring the pos- lity of creating artifical earth 8a ites. And it has been doing that for at least six years. In response to a question about the status of a program mentioned in a 1948 report by the first secre- tary of defense, James Forrestal, the Defense Department today gave this official answer: ; “Studies relating to a satellite program as mentioned in 1948 are active and are proceeding at a rate commensurate with the tech- nical state of the art. “These studies are being coor- dinated within the office of the secretary of defense and provide for full utilization of the com- bined efforts of the services.” Wilson was asked at a news conference Nov. 16 if there was such a study under way. The ex- change went this way: Wilson: “In the space ship busi- ness? Oh, no.” j Q. Forrestal wrote about it. There was a study in 1948. Has it heen discontinued or is it still un- der way? A. You are going back too far for me. I don’t know of any such study. Q. There have been recent pub- shed reports that the Russians have given priority to the estab- lishment of the space satellite. Are you concerned that they will beat us in the air with it? A. I wouldn't care if they did. Q. You' really wouldn’t? You mean you don’t care if they get to the moon first? A I would rather they go off to the moon or some other place than come over here. Last week this reporter sub- mitted the question—“Is the pro- gram still active?”—to the Defense Department The formal reply was produced today. In addition to the apparent lim- ited circulation within the depart- ment of information about the satellite program, the project is under a “secret” classification. — So far as is known, it still is in the phase of laboratory and mathe- matical research. No hardware has feen built to comprise a “‘space station” or an “earth satellite” What actual, proving-ground stud- ies have been made are those re- sulting as a by-product of high- altitude firing of rockets and guid- ed missiles, : What the scientists aim at first is not the building of a “space ship” to carry men beyond the pull of the earth’s gravity or to another planet, but an artifical satellite for scientific or even weapon use. Average Draft Age Over 21 By RAY HENRY WASHINGTON W—The average age of men now being drafted in 35 states is 21 or over, an Asso- ciated Press survey of state draft directors showed today. In 18 states, the average is 22 or over and in 5, over 23. Mini- mum legal draft age is 18%. As in the past, draft directors are taking their older men first in the quotas given them by na- tional draft headquarters. The quo- tas are based on the total number of men each state has available for service. Quotas recently have been rela- tively small—about 20,000 a month —and a high percentage of state quotas has been filled by volun- teers, mostly men 20 or under. This has tended to push upward the average age of men called in- voluntarily. The state draft directors were questioned before yesterday’s an- nouncement by Secretary of De- fense Wilson that draft quotas, starting in February and running at least through June, will be ap- proximately halved. Wilson said the quota of 20,000 which had been fixed for February will be cut to 10,000 or 11,000. This action can be expected to push still higher the average age of men called without their consent. The survey of state directors showed that South Dakota has the highest average draft age—be- tween 24% and 25 for men being called involuntarily. One reason is that South Dakota has been able to fill from 80 to 95 per cent of its draft quotas recently with vol- unteers. In California and Vermont, the average is 24 for men called with- out their consent, Wisconsin and Utah appear to be taking the youngest men. Both states are filling their quotas with |20-year-olds and Wisconsin took some 19-year-olds in October.
