MeCarthy Wants Senate To “Get This Thing Over’ With” Regarding Action On Censure Move; Vote Set To Begin Wednesday By JACK BELL WASHINGTON W—The end was in sight today for the Senate’s de- bate on the McCarthy censure is- sue with a consent srepuient to begin voting tomor- row afternoon. é Sen. McCarthy (R-Wis) won ap- proval last night of a proposal to “proceed to vote” at 3 p.m. to- morrow the first actual vote to take place about an hour later on the first of amendments to a two- count censure resolution pending against him. wre debate under a time con- trol starting today, Senate Majority Leader Knowland of California and McCarthy said they believe the session will end Thursday. The resolution asks that McCar- j thy be officially rebuked for (1) alleged contemptuous treatment of a@ Senate elections subcommittee which investigated his finances in weep and (2) for alleged abuse Brig. Gen. Ralph W. Zwicker, a 5 before McCarthy’s Investi- gations subcommittee, But Mccarthy, expressing hope that the Senate will “get this thing over with,” said he thinks his crit- ics May ‘come up with “15, 20 of 25” additional counts. He said he still has no doubt, despite an expression of regret yes- terday over some of the blunt words in which he had criticized colleagues, that the Senate will censure him ‘‘when it gets around to it.” He took the floor the first chance | ing he got yesterday as the Senate reconvened from an 11-day recess. called after McCarthy went to the hospital for treatment of an in- jured right elbow. With his arm still bandaged and in a sling, McCarthy ‘stood up to ask an end to debate and declare dramatically that he would with- draw any “‘discourteous and offen- sive” language such as that which led to the censure charges. But in “facts and opinions which I held, I am unchanged,” he said. “Insofar as the words used are concerned, we can strike out all of the words that are objection- able,” he said. “On the other hand, I still have the same strong feel- about the actions that were taken.” While the Senate debate stretched on into the evening, Mc- Carthy supporters gathered in a mass meeting at New York’s Mad- ison Square Garden to signal the end of a nationwide drive aimed at blocking a senate vote to cen- sure him. The organization ‘10 Mil- lion Americans Mobilizing for Jus- tice,” which sponsored the rally, said more than a million signatures had been counted so far on its petitions against censure and that the 10 million goal would be easily reached. ny. which drew an estimated 000 persons, was his wife Jean. pee ae 's Senate derlaration apparently won him no public con- verts among his colleagues. Some senators said they felt it was de- signed to appeal for enough Repub- lican votes to give him majority support within his own party mem- bers. A new censure count was offered yesterday by Sen. Bennet (R-Utah) aimed at reprimanding McCarthy for his attacks on the six-member special’ committee which recom- mended censure and on Sen. Wat- kins (R-Utah), chairman of the group. Bennett said McCarthy’s state- - Representing McCarthy at the; ment would not deter him from pushing for a vote on his count. McCarthy said the count was of “absolutely no concern” to him. Under the consent agreement, de- bate on this and all other amend- ments would be limited to one hour starting at 3 p.m. tomorrow, with the time divided between pro- ponents and opponents. A substi- tute for the Watkins committee charges, such as Sen. Dirksen (R- Ill) has said he will offer, could be debated four hours. Dirksen said he will propose that the Senate go on record, without specifically naming McCarthy, as saying that some senators have gone to extremes but.that the Wen- ate itself has been lax in enforcing its rules. He also would propose that the new Senate next year study changes in the rules. McCarthy hinted broadly that censure resolutions might be of- fered against senators who at-| aofense tacked him, notably Sen. Flanders (R-Vt), who started the censure ball rolling against McCarthy in a speech in which he compared his tactics with those of Hitler. Dirksen had sought to get Ben- nett’s new charge knocked out, on grounds’ that McCarthy would have only 30 minutes to defend himself on it, but failed in the effort.
