Condition Sought Local firemen, who through their representative, Danny Goodrich, city fire department secretary, are taking care of funds for Charles G. Mendoza, said today they are sending a letter to Cuba request- ing help and information. The letter is to go to Jesus Bal- buena Garrido, H. M, Director Gen- eral, Department of Public Safety, Brigadier Chief of the Havana Fire epartment. Balbuena, who is well known in Key West, will be asked to aid in any way possible and to check with the doctors who is taking care of Mendoza’s son, Timmy. The four-year-old boy is said to be suffering from a rare blood di- sease and the father reported ear- lier this week that he was in a Ha- vana hospital. Whatever facts can be learned about the child’s case, hopes of re- covery and treatment will be made Public upon receipt here. Meanwhile funds which are giv- en to Goodrich, who can be reach- ed at No. 1 Fire Station, will be here, to be transmitted to Cuba as needed, Trevor To Talk With NAL Heads Edwin F. Trevor, Chamber of Commerce president, will talk with National Airones executives in Mia- mi tomorrow, Harold Laubscher, chamber manager, said today. Because of the above limitations, as well as the lack of funds, it is further suggested that the Board should carefully review the pro- posed plans with regard to the fol- lowing alternatives which National believes have considerable merit. It is.National’s sincere belief that a less hazardous and more far- sighted approach to the present at Key West would eacham Airport and make necessary improvements to render it adequate to handle local Navy Department for the joint commercial-military use of Boca Chica airport, a multi-million dol- lar facility which is adequate-in all respects for. any.type of aircraft or volume of traffic presently or soon contemplated to be operated by scheduled airlines. (c) Construct an adequate ter- minal building at Boca Chica for scheduled airlines use in which Na- tional will lease. the space it re- quires. Alternative No. 1 has a_ great many advantages’to the communi- ty, the Navy Department and to! the “airlines. The community would benefit by the reduction in cost and operative expense of the Mea- cham facility; the improved air- line service with the most modern equipment in the world; the reduc- ed coach fares; the more available seats and more frequent schedules; the elimination of serious hazards and itinerant private aircraft and attendant activities. (b) Make arrangments with the inherent in the overlapping and conflicting flight patterns between Meacham and Boca Chica (one ser- ious mid-air collision with loss of 43 lives occurred at Key West on April 25, 1950); and by the insured room for growth and expansion. The Navy would benefit by having complete control of traffic; the ‘more convenient and less expensive coach service to Government and military personnel, which is more than 60 per cent of National’s total traffic in and out of Key West; the more efficient utilization of a multi-million dollar Government facility in addition to providing a scource of revenue to the Navy De- partment without impairing mili- tary use of Boca Chica; and the availability of an established air- line service to an improtant mili- tary base in the event of National emergency, which in addition serv- es almost the entire 6th Naval Dis- trict. The airlines would benefit by the less hazardous operations at Boca Chica; the ability to use modern, larger and faster aircraft; the assurance of room for expan- sion in the future; and charges far more reasonable than would be re- “| quired by the County to operate Meacham Airport as proposed. Dyring the course of discussion, the Board mentioned that use of Boca. Chica may not be available for Aerovias “Q”, a foreign car- rier. In this connection it might be noted that Aerovias “Q” operates regularly into West Palm Beach Airport; a military facility of the United States Government (U. S. Air Force). National respectfully questions the need for the elaborate improve- ments proposed at Meacham Air- port. After serious consideration it is suggested that the Board can eliminate unnecessary improve- ments from the proposed plans which would result in» substantial savings while at the same time provide an airport for present op- erations. Alternative No. 2 could be followed if it is absolutely im- possible to work out satisfactory arrangements with the Navy De- partment at Boca Chica. The pro- posed items which could be readi- ly eliminated are as follows: (a) Reduce considerably or defer construction of proposed taxiways. The Board indicated that approxi- mately $150,000.00 of the $450,000.00 was to be expended for the con- struction of taxiways. Nearly all of the $150,000.00 for taxiways can be eliminated or deferred since they are not required for the present volume of traffic at Meacham Air- port nor could it be expected, be- cause of its limitations, to accom- modate such a volume of traffic as would require the proposed taxi- ways. National presently operates into several airports which do not have such extensive taxiways. Ha- vana, for example, has a traffic volume which is conservatively twenty times greater than that at Key West and the lack of taxiways such as proposed for Meacham Airport does not cause any unusual congestion or traffic problem. (b) Modify the plans for the ter- minal building. The Board stated that it’plans to build a new termin- al building at a cost of $160,200.00. It is suggested that a building cost- ing much less than that proposed will adequately serve the needs of the airport. For example, the Board advised National that its building plan provides for 800 square feet to be leased to Nation- al. After a survey, National sub- mits that it will only require 420 square feet of space in the build- ing to more than adequately meet its needs. (c) Reduce substantially the es- timated cost for maintenance and staffing. The Board estimated that it will require revenues from its proposed facilities sufficient to pro- vide $35,000.00 per year for this item alone. For instance, the maintenance and staffing costs at Valdosta, Georgia, are approxi- mately $10,000.00 per year, subs- tantially less than the $35,000.00 projected for Meacham Airport, and needless to say, a further re- duction in such costs would neces- sarily result if the taxiways were eliminated and the terminal build- ing reduced in size as suggested above, The modifications suggested in Alternative No. 2 wuld reduce costs for improvements at Mea- cham Airport by approximately $240,000.00 and thereby make it possible for the Board to levy rea- sonable charges to the airlines necessary to retire the debt and provide funds for maintenance and staffing, while at the same time reducing the financial loan com- mitments by the County. In the event that the Board in its review of the above sugges- tions and propsed alternatives de- cides that it will continue to con- struct the facility as set forth in its proposed plans and does not de- sire to alter its plans in any man- er whatever, National will agree to execute a lease agreement with the County under the specific terms and conditions set forth below in addition to the general terms and conditions usually contained in air- pert leases: (a) Landing fees to be 5c per thousand pounds of standard gross landing weight with the proviso that National will pay a minimum of $400.00 per month, such mini- mum charge to be eliminated when the bond issue or indebtedness pre- sently contemplated is liquidated. (b) Terminal rental charge at the going rate .of approximately $3.00 per square foot-per year. (c) Such fees to be effective upon the completion and availability for use of the proposed improvements. National points out that the pro- posed plan and the fees set forth above are not justified for the rea- sons outlined in this letter. As the Board knows, National voluntarily paid the County $300.00 per month for the use of the present facilities for several years to aid the Coun- ty in its development program even though the $300.00 monthly fee has been and still is 100 per cent ‘or more than National pays to other comparable cities for bet- ter facilities. The Board’s request for fees in excess of $300.00 per month are unreasonable under the circum- stances. However, in the spirit of cooperation, National tenders the above offer so as to assist the Board in carrying out is proposed plan should the Board decide to do so. The above offer will result in the County’s realizing for landing and terminal charges a sum of ap- proximately $600.00 per month from Natonal, an increase of 100 per cent over the present rate of $300.00 per month. On the other hand, as National desires to go inta coach service immediately with four - engine equipment, landing rights at Boca Chica will be pur- sued because of the safety factors involved in operating such equip- ment’ into Meacham Airport even after the proposed improvements have been completed. Under consideration ‘of this let- ter, National will be delighted to discuss the matter further at the Board’s convenience. Your continu- ed cooperation is appreciated. Hardy Assistant Vice President The text of the letter written Sept. 17 by Hardy follows; The Honorable Gerald Saunders, Chairman Board of County Commissioners Monroe County Key West, Florida Dear Mr. Saunders: This is with reference to my let- ter to you of September 10, 1954, and the meeting with your Board resulting therefrom on September 16, 1954, in Key West, concerning landing and terminal charges at Meacham Airport for past and fu- ture use. It appears from our discussion of the 16th that we are in agree- ment as to the $600.00 a month in- clusive charge after the comple- tion of improvements to Meacham Field and that the only bone of con- tention is the retroactive charges to January 1, 1954, and the charg- es you desire to levy from now until completion of proposed con- struction. To pay the same charg- es ($600.00 per month) before im- provements that we will pay after improvements appears to be un- businesslike and without precedent. I regret that our proposal on the 16th was not acceptable to your Board. It is respectfully suggested that your Board reconsider such Proposal which we confirm in writ- ing as follows: 1, National to pay $350.00 per month retroactive to January 1, 1954, and to continue to pay $350.00 per month until the improved fa- cilities autorized by the Board, in- cluding new runways, new termina} al building, etc., are available for | use. It was further agreed that Na-| tional would pay an additional $75.- | 00 per month building charge, pro- | vided such charge has been paid for the past year of 1953 to the/ Navy. However, upon a check of | National’s records, it appears that | no such charge of $75.00 for the} present building has been levied or | paid. National’s total charge until | January 1, 1954, for all facilities at Meacham Airport, has been at a rate ‘of $10.00 per day, or about $300.00 per month. Therefore, our present offer is to pay $350.00 per month, an increase of $50.00 per | month, from January 1, 1954, to the date of the availability of the new | facilities. 2. At the date of the availabili-| ty of the new facilities, National | will pay, according to the terms of a contract to be executed, a fee! of $600.00 per month for all such | facilities, including runways, space | in the terminal building as propos- ed, etc. This $600.00 per month fee will result in National’s paying an increase of 100 per cent over the| present monthly fee. It is pointed out that such fee is three hundred per cent or more than National pays at comparable cities it serves, It is is our sincere believe that this proposal is more than reason- able. Even though extremely high, the offer is made in a spirit of co-| operation with your Board to im-| prove the inadequate and obsolete facilities now available at Key West.
