v Democrats Count On Economie Discontent Among Voters To Gain Control Of Congress By JACK BELL INDIANAPOLIS (#—Democratic Ieaders made it clear today they ate counting heavily on what they described as economic discontent g the voters to gain control z Congress for their party in N- vember. National Chairman Stephen A. Mitchell said in advance of a scheduled closed meeting of the party’s national committee that he thinks the country’s economic situ- ation is “‘the basic issue” on which the voters will decide between Re- publicans and Democrats. “The disappointment and disil- Tusionment of the voters in the Eisenhower administration is wide- spread,” Mitehell said in an in- terview. “But I think economics is the basic issue in this campaign.” Similarly, Paul Butler, Indiana state Democratic chairman, who said he is “available” for Mitch- ell’s job when the latter steps down after the election, said that ‘‘secu- rity for the wage earner and the farmer” is the main question on which he thinks the voters will de- cide that they want a Demoeratic Congress. James Ronan, [Illinois state chairman, professed to see ‘‘a def- inite trend cooking” ix his state for the Democrats. As they rallied here for a cam- paign kickoff meeting to be key- noted by former Gov, Adlai E. Stevenson of Illinois, Democrats displayed uniform optimism over their chances of capturing both the Senate and the House in the November balloting. Mitchell, who has said he wil quit as national chairman after the Noy. 2 election, said he thinks the Democrats will gain 40 seats in the House, where there now are 218 Republicans, 213 Democrats, one independent and three vacan- cies. But the national chairman said that, as of now, the battle for con- trol of the Senate “looks awfully close and has not been settled yet.” In the Senate there are 48 Re- publicans, 47 Democrats and one indpendent. The Democratic leaders, includ- ing Mitchell, were buoyed up in their hopes by the victory of a Democrat in the governor’s race in Maine and the showing of their defeated congressional candidates in that state. Edmund S. Muskie, who was elected Maine’s gover- nor, has been promoted to a speak- ing spot in tomorrow night’s din- ner, along with Stevenson and House Minority Leader Sam Ray- burn (D-Tex), Mitchell said that if there is half the gain shown by Democrats gen- erally that was registered by party members in voting percentages in Maine House races, “we will pick up 40 seats in the House.” Butler said that as he interprets the Maine results, the Democrats might pick up a net of 60 House seats. He said he thinks Indiana Democrats will start the ball roll- ing by taking four House places away from the Republicans, who now hold a 10-1 edge in this state, Ronan predicted a Democratic gain of at least four House seats in critical linois and observed that he thinks Sen, Paul Douglas, Dem- ocrat running for re-election, will defeated his Republican opponent, Joseph T.
