Jenkins, Adams said it was not true, as the McCarthy side alleges, that he and Stevens used Schine as a “hostage” in attempts to in- duce the subcommittee to halt or divert a search for subversives in the Army. Adams said he tried to cooperate with the subcommittee, not hinder its work. “I never made any overt acts which were in any way im- proper,” he said. Jenkins questioned him closely about his motives in dealing with McCarthy and Cohn. Adams agreed when Jenkins characterized his at- titude toward the subcommittee as “placating,” ‘‘mollifying” or “‘con- ciliating.” \ But Adams balked at the word “appeasement.” He said at one point, “That isn’t appeasement; that’s living with people.” McCarthy repeatedly has blamed “civilian politicians” and hold-over Democrats at the Pentagon for the whole dispute. But. Adams testified Wednesday that it was Sherman Adams, White House chief of staff, who first sug- gested at a meeting with Brownell and others last Jan. 21 that Adams put |in writing: .a blow-by-blow: ac- count of relations with Cohn and McCarthy. Publication of such a chronology and’ countercharges by the Mc- Carthy camp in mid-March led to the present investigation. Jenkins never did cut deeply yes- jterday into the story of the Jan. 21 meeting. Some subcommittee members said they planned search- ing exploration into that subject. Jenkins, when asked whether he Plans to call Brownell or Sherman Adams or any of the others John Adams says attended the Jan. 21 session, told a newsman: “Tm not going to tell you a story. Stevens was a witnéss, off and on, for 14 days and isn’t fin- ished yet. : In any event, McCartlfY said,his “very brief.” He said Cohn would |do most of the cross-examining of Adams for their side. “I intend to cut my cross-ex- amination of every witness down to the very minimum,” McCarthy said, “so that we can get back to our other work.” Sen. The Soviet government for many years has taken costly measures to encourage fertility. There are baby bonuses and pensions and also special medals for Russian women who rear big families. There ar subsidies for baby clothing and lots of other benefits to make child- bearing and child rearing easier. The Soviet government outlawed abortions — once legal in Russia. It makes birth control devices of such low quality that in effect it discourages voluntary limitation on the size of families. But, judging by population fig- ures which have become available through official Soviet sources, the Russian birth rate has not kept pace with that of the United States. The Russians have announced of the 34-page statement of charges against McCarthy, Cohn and Fran- cis P. Carr which finally became the basis for the current inquiry. He said the documem: was shown “in full to Joseph Alsop,” a Wash- ington columnist, and that parts of it were shown to Philip Potter of The Baltimore Sunpapers, Homer Bigam: of The New York Herald Tribune and Murrey Marder of The Washington Post. He said he showed them the document because he admired “some” and trusted all of them, and that the reason was not “‘be- cause they were unfriendly to Sen. McCarthy.” He said parts of the information were - already known to many people, some of the things hadalready appeared in print, and that the four newsmen promised— and lived up to their promise— not to reveal the document: until it had been released. Adams also testified that he telephoned Maj. Gen. Kirke B. Law‘on last year and asked wheth- er Lawton was willing to withdraw security charges against nine per- sons employed at Ft. Monmouth where Lawton is commanding general. His reason, Adams said, was that Pentagon screening officials fek: there was not enough evidence against the .individuals to justify hearings on their cases. Lawton their net increase in population in i af current years is three million to if the 1953 death rate as 8.9 persons per thousand. Comparison of these two Soviet figures — taking into consideration that immigration and emigration in the Soviet Union are both in- significant — leads to an estimate that in 1935 about five million So- viet children were born and that the birth rate is about 24 per 1,000. The total number of births in the United States in 1953 has been announced by the U. S. Census Bureau as nearly four million and the birth rate was around 25 per 1,000. The U.S. death rate in 1953 was 9.6 per 1000. If the Russian claim to a lower death rate is true, this represents a major accomplishment.
