The decline that ruled yester- day’s trend was very much in evi- dence when the exchange opened today, but after the sizable batch of overnight orders was cleared out prices steadied and then turned higher with steels, radio-electron- ies, rails, chemicals and motors well represented in the plus col- umn. There were scattered losers | in all major groups. The note was dated Dec. 15—two days before Yugoslavia broke off diplomatic relations with the Holy See. The note was in reply to an ear- ilier Yugoslav note which accused the Roman Catholic Church of in- ‘terfering in Internal Yugoslav af- fairs. The Vatican diplomatic com- plaint insisted the fundamental rights of the Catholic Church be respected. Yugoslavia broke diplomatic re- lations with the Vatican two days after the Vatican note was dated and presumably delivered. This followed announcement here on Nov. 30 that Alojzije Stepinac, archbishop of Zagreb, would be named a cardinal of the Catholic Church.
