Wells said, for this reason the Board will probably turn down the City’s request for that protected area. The action of the city commis- sion in withdrawing their objec- tions to the sale of the 125 foot strip along the Boulevard to Gan- dolfo and Wilson, is not calculated to impress the IIB with Key West’s need for a 300 feet strip farther east on the boulevard, And the IIB does pay attention |to: action by local lawmakers on its bay bottom. Wells said. “Dade county passed an ordi- nance barring any further filling in Biscayne Bay. The HB has \therefore not sold any bay bottom since then in Bise; e Bay. If Key West passed ‘such an ordi- nance, the IIB w be guided by that. I have never known the IIB to turn down, any requests from the City of Key West for bay bottom.” That was in the past. In the future, according to Wells, the IIB will turn down the city’s re- quest for the 300 feet of bay bot- ark, he believes, because the nels. Wells said he would like to Ban from Stock Island to Sigsbee by ed beyond which none can fill. _ Right now upland owners, that is owners of property on the water front can fill up to the channel. friars Beach limits this right ough an ordinance, setting a bulkhead line. i : “The City of Key West could al- so set a harbor line, beyond which none could fill.” Though Wells stressed that the water view on the Boulevard is Key 'West’s biggest asset, that has nothing to do with its sale to private owners who block that view first with fill and then with js. The Board is powerless, he said, to prevent sales to commercial in- terests, in the interests of beauty. It is not enough that the City of Key West wants to preserve the view for today and tomorrow, when it asks for 300 feet from Sigsbee Park road to the head of the Island. Nor would that be suf- ‘|ficient reason for their acquisition Board sees no use for it to the | city. The contradictions in a compli- cated subject in a complicated in- terview left this reporter with a feeling that the future of Key West’s waterfront is dark. Wells’ statement that the ITB places public interest paramount may be true. The despoiling of the water front and shutting off of Key West’s blue water from Key Westers and visitors alike has perilous taken place because the city has been without watchdogs of the water- front. Neither city commission, nor citizens, have troubled to fight the encroachment of marl, concrete and neon where once was beauti- ful blue water.
