The State of Florida, owner of the beautiful blue water surrounding Key West, promised the largest land owners of the Island, Key West Improvement Inc, last spring that not one single purchase of bay bot- tom would be permitted in the fu- ture, A. E. Golan, lawyer and lr area of water for procetion. His neighbors, Miss Hilda Cunniff, Mrs. Everita Stevens, are also buying ba, bottom 114 feet wide and 371 feet into the Atlantic. We bit- terly opposed anyone’s buying the water,.on the grounds that the wat- jer, like air, belongs to the people. The beauty of this Island is the water that surrounds it. Take that away and what have you?” Golan’s company owns more than 1,000 acres of the Island of Key West. It owns the complete boule- vard waterfront from the South East tip of the island to Thompson and Adam’s property north of Ber- tha street. “We paid more than the IIB ask- ed for the right to dredge the ocean for marl at the property we own, in return for the promise that there would b. no sale of bay bottom on the entire Island of Key West. That’s a matter of public record, the no sale promise of the IIB) Board. I defy them to deny it,” Go’-> declared firmly. Golan said that Will Porter and State Representative B. C. Papy appeared with him at the spring meeting of the I I Board. Porter, who is half owner of 35 acre Cow Key with his daughter Mrs. Jessie Newton, bitterly op- posed the sale of bay battom to private individuals as did Papy, who appeared as a private citizen, Golan said. “We pay the IIB for fill taken from the water in front of the boulevard on the curve, but that is an easement, not a purchase. }and apartments. Stone, as trust- ee, is seeking the same 371 ‘eet of bay bottom for his clients. This would make an area 395 feet Jong and 371 feet into the Atlantic which would be privately owned bay bot- tom. This is the first major acquisi- tion of bay bottom land on the south side of the Island, if it is approved by the International Im- provement Board. According to State Rep. B. C. Papy, it will be the forerunner of many other purchases. “In one to five years, you won't have any public bay bottom off the island,” Rep. Papy said. “Let in one private buyer and you let in all.” Though the U. S. Army Engineers must grant permits for filling areas near navigable channels, only the City Commission has any authority to determine what kind of build- ings will go up on filled in bay bot- tom bought from the IBB. It has jnot shown any disposition so far | toward preventing the north boule- |vard bay bottom from being built upon for commercial purposes. It is improbable say old Key Westers that it would show any more con- cern about zoning the filled bay |bottom from Whitehead street to the U. S.
