Declaring that a 95-group air force, as outlined in the budget for the fiscal year 1951, cannot. be fulfilled for more than a year and that, even when completed, will be ‘insufficient, Senator Henry Cabot. Lodge, Jr., of Massa- chusetts, proposes a 150-group air force. Conceding that it will cost $25,000,000,000 a year to maintain such an air force at “top combat efficiency,” the Senator makes it plain that he would not take from the other branches of the armed forces any of the $41,600,- 000,000 tentatively alloted to them. In regard to addition- al expenditures for the air force, he expresses the opinion that ‘it is cheaper tobe strong and avoid war than to pinch pennies and then be engulfed in disaster.” ‘. In support of his proposal the Massachusetts Senator declared that the Soviet Union has air as well as land su- ‘periority over the United. States. He insists that we lack : the air defense to protect the home frayt and also.the,tac- ' vical-air strength needed to cover, ground troops and, ha~ ; an enemy in the field. He admits that we have the edge in offensive strate- gie power, designed to destroy an enemy’s war—making installations, but warns that this superiority is diminish- ing every day. . The Senator insists that there should,be a_ tactical air group, involving 3,600 manned « planes, and an addi- ‘tional 6,000 planes provided for operation by member nations of the North Atlantic Treaty. He arrives at this ‘figure because he estimates Russian tactical strength at between 16,000 and 20,000 planes but recognizes that on- ‘ly about 9,000 could be committed to “attack on the West,” He says the western nations will need 18,000 planes to achieve two-to-one air superiority necessary to meet Soviet mass armies. With the general premises of the Senator we are in- clined to agree but we think his calculation of the num- ber of planes necessary is entirely too high. Our conclu- sion is based on the statement of responsible military leaders that Russian aggression in Europe can be checked by the creation of a strong defensive army, together with , the use of atomic bombs. The strategic idea of the military leaders is roughly based. on the following reasons: In the event of aggression by the Red Army in Eu- rope, the western powers need have available only the forces necessary to halt the attack. This would compel Soviet commanders to mass large numbers of men and enormous quantities of material for a break-through ef- fort. The concentration of men and material behind the lines for a break-through effort, would be an ideal target for an atomic bomb and offer results justifying the use of theatemic bomb.
