No. 94 Ridgway Warns United States Of War Threat American Policies To Help Defend Japan Will Be dl, He Says 19.—(P).—The in Cont TOKYO, April new. supreme commander Japan has made his first inspi tion trip since succecding General MacArthur—and has taken the occasion to issue a warning to the United States. Lieutenant General Matthew Ridgway says this country is un- der the imminent threat of war which can be unleased at the time and place of chosing of other peo- ple. Ridgway spoke to the Regiment of California's 40th di- vision upon its arrival in Japan, 200 miles trom Tokyo. Ridgway’s trip to see the out- fit was ‘without precedent. Gen- eral MacArthur never inspected a garrison in Japan outside of Tokyo. One purpose of Ridgway's trip was to reassure the Japan that the change in command will not} change American policies to help | defend Japan. This was expressed by Assis- tant Secretary of the Army Earle Johnson, who accompanied Ridg- way. After the formalities were over, Ridgway proved to be very pop- ular with a crowd of youngsters, some of whose fathers are serving in Korea. The kids besieged the new commander for autographs. Allies Start Limited Attack On the fighting front in Korea, the Allies have started a limited attack north of the Hwachon pow- er dam and reservoir. * The big dam fell to the Allies yesterday when the Reds -pulled out after defending it stubbornly for days. Today thousands of United Na- tions troops poured into the dam and reservoir area. They traded fire.with an enemy. group of un- disclosed: strength but later with- drew. ‘The mysterious enemy witb- drawal was not limited to the re- setvoir area. Chinese Reds troops pulled back all along the central front in the mountainous area west of the reservoir. Rain, smoke and haze made air obse ion impossible. But U.N, troops pat- rolled. aggressively far ahead of their lines in this sector without opposition. On the western front, heavy rain slowed the Allied advance. The plan calls for the develop- pment of a security arrangement among the United States, Austra- lia and New Zealand. It will be modelled on the North Atlantic Pact pledge to regard an attack cn one country as an attack on all. The plan may later be ex- tended to other countries in the Pacific area. Coming in the midst of wide debate over the MacArthur is- sue, the projected new alliance has given assurance and courage to Asia. Both Australia and New Zea- land have acclaimed the alliance The Australian minister of ex- ternal affairs, Perey Spender, calls it “the green light on the road to Pacifie security.” He} says, “The President’s announ¢e- ment reflects the most important single development in our for- eign relations since the war.” The President has _ directed Secretary of State Dean Acheson, Secretary of Defense George Marshall and Ambassador John Foster Dulles to continue nego- tiations for this. alliance while working out a Japanese peace treaty. The President said: “The whole world knows that the! United States recognizes that an armed attack on the Philippines} would be looked upon by the United States as dangerous to its own peace and safety and would act accordingly.” From what the President said,: it now appears that the United States defense line in the Pacific runs from Alaska through the Aleutians, Japan, Okinawa and the Philippines to Australia and New Zealand. Mr. Truman said nothing about Formosa in detail-| ing his Pacific Plan.
