Cities and other governmental units look steadily toward the federal treasury to carry their burdens and pro- vide what their citizens desire. Years ago Grover Cleveland, then President of the United States, declared that “public office is a public trust.” No man has the right to use the power of his official position for the. private profit of his friends or himself. No official has the right to extend favors at the expense of the government. Taylor, agricultural counsellor to the U. S. Embassy, says that the food shortage in Bihar State is “the most serious in In- dia and is building up to a critical situa- tion.” \ Meanwhile, Communist China offers to barter 50,000 tons of rice and the Rus- sians are reported to have offered 50,000 tons of wheat in exchange for jute. The Administration has asked Con- gress to pass a bill to give 2,000,000 tons of grain to the famine-threatened Indians, but it has been held up in Congress for weeks. The bill has been bottled up by the House Rules Committee, a small group, which now has the power of pre- venting the entire Congress from Passing on important legislation. Without going into any argument as to the relative merits of the 2,000,000 tons of grain to be given to‘India, as a humani- tarian measure, it is an unjustified pro« cedure that permits the members of one small committee to ‘prevent the aan “MLE of the House of.
