The driver is con- tinually cracking the whip across the little horse’s back, adding to his torture occasioned by a badly fitting harness that has rubbed the skin from the animal’s back and created sores. Such a scene on our city streets | makes for lack of civic pride, and is not pleasant for either visitors or home folks to see. 1 am hoping something may be done to re- lieve this civic eye-sore also give the faithful animal some relief from the torture he is going through.
