Heretofore, conferences. about dis¢ontinuing the blockade have been confined to representatives from the United States and Rus- sia, Philip Jessup, American Am- bassador-at-large, and J. A. Further assumption is that, with the discontinuance of the blockades, the Big Four will’ begin holding sessions in Paris 15 days from now.
