Pursuant to adjournment the County Commissioners of Itasca County, Minne- sota, met at the Court House in the Village of Grand Rapids, Minnesota, this 25th day of September 1913, at 10 o'clock A. M. Members present; Commissioners Pas- sard, O’Brien and Nelson. In the abs Chairman Passard presided. As it was decided not to consider bids for furnishing culverts at this time, and to re-advertise for bids later, Com- missiener Nelson moved that all filed for the furnishing of the culverts be returned to the bidders with out be- ing opened or considered. Lidberg be instructed to survey and prepare plans and specifi- ations for a portion of County Road No. 133, beginning at the South quar- ter post section 6, Township Range 23 and running West across the bog to the highland a distance of about one and a half miles. The motion was seconded by Commis- sioner O’Brien and carried by unani- mous vote of all members present. A recess was then taken o'clock P. M. The board again met at 1:30 o'clock Pp. m. Commissioner Nelson moved that the Chairman appoint a committee of three to examine County Road No. 91 South et Swan River; County Road No. known as the Feeley-Bruce Road and County Road No. 16 in the Town of Wawina. Commissioner Nelson moved that the Chairman appoint a committee of three to investigate the reported hog cholera in the vicinity of Goodland. The motion was seconded by Commis- sioner O’Brien and carried by unani- mous vote of all members present. Commissioners Passard, Nelson and King were appointed as such committee. Commissioner Passard moved that the Chairman appoint a committee of three to examine the work done by James Dowling under his contract for the construction of County Road No. 130. The motion was seconded by Commis- sioner Nelson and carried by unani- mous vote of all members present. Commissioner Passard, O’Brien and Nelson were appointed as such commit- tee A recess was then taken to 7:30 o'clock P. M. The hearing upon the application of William Carlin for a squor license was again taken under consideration. Commissioner O’Brien move that said application be granted and that a li- cense be issued to said William Carlin in accordance with said application; fur- ther that the bond of said applicant, with William Carlin as applicant and Il- linois Surety Co., as surety, in the sum of $2000 be approved. The motion was seconded by Commis- sioner Passard and carried by the fol- lowing vote; Yea; Commissioners O’Brien, Nelson and Passard. Nay, Commissioner King. It being the time set for hearing up- on the application of William Sinclair for a license to sell intoxicating liquors at Ball Club the same was then taken under consideration. There being no ob- jections filed or offered against said application Commissioner Passard mov- ed that said application be granted, and a license issued to said William Sin- clair in accordance with said applica- tion; Further that the bond of said ap- Plicant in the sum of $2000 with Wil- liam Sinclair as principal and The Na- tional Surety Co., as surety be approved. The motion was seconded by Commis- sioner O’Brien and carried by unani- mous vote of all members present. Commissioner Passard moved that the County Auditor be instructed to re-ad- vertise for sealed bids for the sale of $300,000 Road and Bridge Bonds in ac- cordance with the resolution adopted by this Board at the meeting held on the 26th day of August 1913; said bids to be received up until 10 o'clock A. M. on Tuesday the 28th day of October, 1918, at the office of the County Audi- tor in the Village of Grand Rapids, Minn. A special meeting of the village coun- |" cil of the village of Grand Rapids was held this 19th ;day of September, 1913, at the Recorder’s office, Village hall, at 8 o'clock p. m. “Members present—President Riddefl, Trustees Arscott, King and Russell and Recorder Sherman. ; The reading of the: minutes was dis- pensed with, Trustee Arscott presented the follow- ing resolution and moved its adoption, viz: “Whereas, on the 3rd day “t Sep- tember, 1913, J. S, Gole and others, being a majority of the property owne § along the streets and alleys to be va- cated and hereinafter described, pre- sented to and filed with the Village Re- corder their petition in writing praying the Village Council to proceed to va- cate the following described streets and alleys according to the map or plat thereof on file-and of record in the of. fice of the Register of Deeds of the County of Para State of Minnesota, viz: That part of that street lying and be- ing on the north side of Blocks Three and Four of Wilson and Gillespie’s addi- tion, | according to the recorded plat thereof commencing at the west line of Lot 6 of said Block Three, thence run- ning west along the north side of said blocks 3 and 4 to a point twenty feet east from the west line of the street lying on the west side of Block 4 of said addition to said village; thence run. ning south along the west side of Block 4,to the railroad right of way, this last mentioned piece being forty-six fest wide and leaving a strip of said street twenty feet wide to join on and conect the alley running through Block 41, of Grand Rapids first division with the rightofway of the Great Northern rail- way. Also the alley running east and west through Blocks 3 and 4 commencing at the west line of lot 6 and running west to the west line of Block 4. Also the street lying between Blocks 3 and 4, and north of Great Northern rightofway, all in Wilson and Gillespies addition to Grand Rapids. Whereas, at a duly and legally called meeting of the said Village Council held this 19th day of September, 1913, for the purpose of hearing said petition and con sidering the same, it appeared that due and legal notice had been given of said petition, and that |proof of notice of hearing being on file at. tine: Recorder’s office, and Whereas, no objections being on file with the !Recorder in opposition to the vacating of the said streets and alleys; NOW, therefore be it resolved, by the Village Council of the Village of Grand Rapids, Itasca county, Minnesota, that those parts of streets and alleys described in said petition, all being in Wilson and Gillespie’s addition to Grand Rapids, Minn., according to the recorded plat thereof on file in the Register of Deeds office, of Itasca county, be and the same is hereby vacated. Kennedy, Mr. Kenncdy offered to furnish all the teams neces- tary if the village would proceed to gravel Eleventh street from Hoffman to Houghton Avenue. An adjourned meeting of the Village Council of the Village of Grand Rapids, Itasca County, Minnesota, was held this 22nd, day of September, 1913, at the Recorder's office, village hall, at 8 o'clock P. M. Members present: President Riddell, Trustees Arscott, and Russell and Recorder Sherman. Minutes of the previous meeting were, uponmotion duly made and carried, dis- pensed with. Motion made by Arscott seconded by Russell that the sum of $63.40 be trans- fered from the Contingent fund to the credit of the General fund for the pur- pose of retiring outstanding warrants No. 4210, 4198, and 4370, with interest at the, rate of 6 per cent from the date of registration. Motion carried by a un. animous vote. ‘Trustee Arscott presented the follow- ing resolution and moved its adoption: ‘Whereas, certain sidewalks ordered to be constructed on Hoffman avenue, be- tween fifth and sixth streets, and on Sixth street between Kindred avenue and Houghton avenue in the Village of Grand Rapids County of Itasca, State of Minnesata, by resolution duly adopted, by the village couneil of the said vil- lage, was not fully done and completed within the time and in the manner pre- scribed by said resolution; and, Whereas, by resolution adopted on the 25th, day of April, 1913, the village coun- cil did order the said sidewalks to be fully completed and the entire expense thereof to be paid out of the general revenue funds of the said village; and, Whereas, the said sidewalks were duly completed and approved on the 22nd, day of September, 1913; be it therefore Resolved, that at the council cham- or affected, and ascertain amount of benefits to property fronting said side- walks by reason of the construction oz said sidewalks as aforesaid; and, fur- ther, that this resolution shall be pub- lished in accordance with the statutes in such case made and provided. That on the 3rd day of May, A. D. 1897, at a sale of land pursuant to the real estate tax judgment duly given and made in and by the District Court in and for said County of Itasca, on the 24th day of March A. D. 1897 in pro- ceedings to enforce the payment of taxes delinquent upon real estate for the year A. D. 1895, for said County of Itasca, the above described piece or par- cel of land was duly offered for sale, and no one bidding upon said offer an amount equal to that for which said piece or parcel was subject to be sold, to-wit: the sum of Seventy-nine cents, the same was duly bid in for the State of Minnesota for said sum. That thereafter, and on the 1lith day of August, A. D. 1913 the said piece or parcel of land, not then having been re- deemed from said sale, and having then become the absolute property of the State of Minnesota, was sold and con- veyed at public sale by the County Audi- tor of said County pursuant to the or- der and direction of the State Auditor of the State of Minnevota, and in ac- cordance with the provisions of the statute in such case provided, for the sum of Four Dollars and twenty- one cents duly paid to the County Trea- surer of said County: That the certificate of sale for said piece of parcel of land executed and delivered by said County Auditor upon said sale last above mentioned has been presented to me at my office by the holder thereof for the purpose of having notice of expiration of time for redemp- tion from said tax sale of said property given and served.
