OFFICIAL PROCEEDINGS OF VILLAGE COUNCIL VILLAGE OF GRAND RAPIDS Grand Rapids, Minn., July 18, 1908, The regular monthly meeting of the villa; council was held at the council room and all the members answered to roll call. Minutes of privous meetings were read and approved Reports of the village treasurer and Justice Huson were read and ordered to be placed on file. George Arscott appeared before the council with the request that he be furnished with electric light at his res’ dence on 10th street and the matter was re- fered to the electric light committee. On motion duly made and carried, the fol- lowing resolution was adopted. RESOLUTION. Resolved, that the pile, of ruins caused by the recent fire of July 2nd, 1908, in the pro- res, recently occupied by Shook & Boorman as a blacksmith shop, wagon shop, carpenter shop and plaining mill on part of lots 10, 11. 12, 18, 14 and 15, block 16, original town of Grand Rapids, is a public nuisance, dangerous to adjacent property, and should be abated: Further, resolved that notice shall be given by the village attorney on behalf of the vil- lage council to the owners and Others imter- ested in said property, requiring them and each of them to abate said nuisance by_re- moval of said ruins within fourteen days from the date of said notice, and that if the same shall not be abated by said owners and others, within the time stated in said notice, the same will be abated by the village and the expense thereof assessed against and taxed to said reaf estate. The matter of repairing the bridge on Le- land avenue was referred to the street cotm- mittee with power to act. The matter of Placing snpports under the yeranda of the village hall was referred to the recorder with power to act, The matter of drainage on third street and on Hoffman avenue was referred to the street committee. The matter of repairing Mr. Lalibert’s walk on Kindred avenue was referred to the street committee. On motion made and carried, the village recorder was added to and constituted a member of the street committee. Ordinance No. 56, entitled an “ordinance establishing and prescribing fire limits in the village of Grand Rapids, Minnesota, regulatin: and prohibiting the erection within sai‘ limits of buildings and additions to buildings composed of wood or other combustible or inflamable materials, prohibiting the buildin; or maintaining of any planing mill, saw mi or other similar industry therein, and pro- pane nalties for its violation,” was intro- duced by Trustee Leroux, and on motion same was placed on its first reading, and read. On motion duly made and carried, ordinanee No, 56 was passed to second reading and read. Qn motion duly made and carried ordinance 0.56 was advanced to its third and final reaCing, read, passed and adopted, and order- ed to be published according to law. Ordinance number 57, entitled, ‘an ordin- ance to amend section 2 of ordinance No. 43 of the village of Grand Rapids, and repealin: ordinance number 53 thereof,” was introduc by Trustee Hughes, and on motion made ai carried ordinance No, 57 we laced on its first reading and read. An adjourned meeting of the vill: was held in the council room at 8 0’ with all members present. — On motion made and carried the reading of the minutes of the previous meeting was dis- penced with. Mr. C. H. Dickinson appeared before the council with reference to repairing the street in front of his property on Leland avenue and the matter was referred to the street com- mittee. On motion made and carried the following resolution was adopted. RESOLUTION. Resolved, that the village council will not allow claims for the bu dlog, of curbs in the residence district of said village, as defined by ordinance No. 43 of said village, which may be constructed after the present meeting of the council, and that the resolution here- tofore passed and adopted upon that sub- ject shall be and is hereby rescinded in so far as it concerns curbs in said residence district; that hereafter, such curbs as shall be con- structed by the owners of the property in that district shall be paid for by said owners. The village recorder was instructed to ad- vertise for bids for constructing three blocks of sewer on Hoffman avenue, lowering 300 feet of water main on 7th street, and the instal- ling of seyeral catch basin: On motion made and carried, $50 was 4| propriated to the Clinton Cyclone Relief Fund. Ordinance Number 56. An ordinance establishing and prescribing fire limits in the village of Grand Rapids. Minnesota, regulating and prohibiting the erectioa within said limits of buildings and additions to buildings composed of wood or other combustible or inflamable materials, prohibiting the building or maintaining of any planing mill, saw mill. or other similar industry therein, and providing penalties for its violation. . . if village council of the village of Grand pids do ordain as follows: Section 1. It shall be unlawful for any per- son, persons, firm or corporation to erect or construct any building composed of wood or othe J materials, ora within the fire dj in defined, without first having m application to said council for permission to | erect or construct such building and obtained such permission; und in no event shall any building designed to be used as a planing mill, saw mill or similar institution employing wood or wood products for fuel be erected within said limi nor. shall any building now existing therein be used for such in- dustries employing such fuel. Section 2. Any person, persons, firm or corporation desiring to erect any building within said fire limits shall first make written application to the village council therefor, which application shall specify the exact location, size and purpose of such proposed building and the materials proposed to be used therein; and, if said village council, or majority thereof, shall deem proper and that the public welfare will not be endangered thereby, said application shall be granted and approved, and such permission to erect such building according to the specifications set forth in said application shall be issued under the hand of the village recorder. Section 3. Any person who shall attempt or threaten to erect any building within said fire limits without first having made the ap- plication and obtained the permission men- tioned herein shall be liable to be enjoined and Page oe ——— by any competent court to which application may be made. Section 4. The said fire limits shall be and are hereby declared to be as follows: All the territory lying between Third street and Second street and between Sleeper avenue and DeLaittre avenue, and comprising blocks fifteen, sixteen, seventeen, eighteen and nine- teen of the original town of Grand Rapids; and between Third street and Fourth street and +between Sleeper avenue and Hoffman avenue, comprising blocks thirty-six, thirty- seven and thirty-eight, Grand Rapids first division. : Section 5. Any person, firm, or corporation who shall violate any of the provisions of this ordinance shall, Spon conviction thereof before any justice of the peace competent to try the same. be punished by a fine of not less than one dollar nor more than one hundred dollars, together with the costs of suit, and, in default of the payment thereof. be com- iitted to the county jail of Itasca county Minnesota, until such fine and costs shall be paid, not exceeding ninety days. Section 6. Graieance number 31 of said vil- lage is hereby repealed. Section 7. ‘This ordinance shall take effect and be inforce from and after its publication.
