These fissures had been checked up by bitu- minous matter gushing from the bow- els of ‘the earth, and in this way the ccposits of gilsonite, as it.is now called, were formed. It is a singu- larly pure species of asphalt, and is now being mized in a Jarge way, the production of it constituting an im- portant industry. Tha stuff is nsed for muxing varnishes. For this purpose it is especially good, because varnishes made of it will net crack. ‘ Conspicu- ous streaks of the gilsonite run like strips of ribbon over hill and dale, so that they can be followed with the eye for miles. Some of this “gum asphalt,” as.it is popularly called, was placed in the hands of Prof. Day for analysis, and he found that its make- up was such as to suggest an animal crigin, at least in part. It is believed nowadays by scientific men generally that asphalts -ordina are derived from vegetsble matter. Such’ matter, being laid down in vast beds during the coal-forming period, subsequently underwent chemical p-ccesses. A ballot being taken on the nominations made, the result was as follow Dr. Thomas Russell receiving.3 votes. Dr. George C. Gilbert 1 and Dr. Chas. M. Storch 1 vote. Com- missioner Kellis offered the following reso- lution: Whereas. Dr. Thomas Russell having re- ceived'a majority of the yotes cast by the board of county commissioners for the a p- pointment of county pysician, therefore be it Resolved, That Dr. Thomas Russell be and is hereby appointed county physician for the county Of Itasca, state of Minnesota. for the year 1900. Commis- sioner Leeman offered the following reso- lution and moved its adoption: ‘ Resulved; By the Board of County Com- missioners of Itasca County, Minn., that the Grand Rapids Herald Review and the Grand Rapids Magnet, be and the same hereby are designated as the newspapers in which shall be published the official proceedings of the Board of County Commissiorers of Itasca County, Minnesota. the financial statement ; for said county, the official election ballots, the proceedings of the of equalization, and all other matter necessary to be pub- lished by said board of county commission- ers during the year 1900. For such work and publications the pee prietors of each of said newspapers shall be paid the following fees and compensation: For the first insertion of all matter printed and published each of said proprietors and rs shall receive thirty-seven and one- Bate cents per folio, and for each subsequent insertion and publication of the same mat- Poor and Poor Farm—Fuller, Leeman and yers. Root appeared before the Board and stated that the taxes upon his property, being | lots 10. 11, 12. block 15, Original Plat of Grand | Rapids together with the penalty, interest and costs on same amounted to the sum of $381.97, and that he was desirous of paying same, but was unable to pay the full amount. and requested that he be allowed an abatement of one-ualf of the said amount of taxes. After a careful consideration of said property the Board decided to allow Mr. Root an abate- ment of one-third of the total amount, and recommended such abatement to the state auditor for his approval. Mr. Moses aianston appdared before the Board aud asked for an abatement upon lots 5 and 6, block 14, Plat of Akeley, taxes, penalties and interest and costs for the years 1892 to 1897 inclusive, amounting to the sum_of $111.4], and he asked that the amount be abated to the sum of $25, after a lengthy discussion as to the value of the platted lands in the village of Laprairie. etc. Commissioner Rellis moved that the taxes of Mr. Manston be abated two-thirds of the! total amount due. The motion was duly sec- onded and carried, and the abatement for the | above amount was recommended to the state auditor for his approval. Jessie L. Varley made application for Gael abatement of penas . interest and_costs upon lots 13, 14 and 15, block 8, First Division of Grand Rapids. upon motion duly made and carried the penalty, interest and costs on the same was abated. C. A. Buell appeared before the Board and | asked for an abatement on lands owned by him in Buell’s addition to Laprairie. On motion duly made and carried. an abatement of two- | ti irds of the total amount due was abated. A. M, Sisler appeared before the Board and asked for an abatement of the taxes upon lots 1,2and 3, Platof Laprairic. On motion duly made and carried. an abatement of two-thirds of the total amount due, and it was so recom- mended to the :tate auditor for his approval. J.H.Sharp made application on behalf of James L. Traverse for the retundment of the sum of $88.72, taxes paid for the years 1896, 1897 and 1898, on lands in ‘Town 150-26, and asked the refundment on the grounds that the land was not subject to taxation for said years as they were at that time the property of the United States governmcnt. The application was ac- companied by a certificate from the Register of the United States Land Office. After a care- ful examination of same. it was decided tha: the lands in perches were not taxable for the years 1896 and 1897, but were subject to taxation for tbe year 1898. On motion duly made and carricd. the refundment of the taxes of the years 1896 and 1897 were allowed and recom- mended to the state auditor for his approval. The matter of salaries for the ensuing year was taken under consideration, and after dis- cussing the matter at some length, a motion | wasmade that the salary for the County At- torney for the year 1900 be fixed in the sum of $750. The motion was duly seconded and carried. Upon a motion duly made and seconded the salaries of the Probate Judge, Superintendent of Schools and the County Physician were fixed at the same amounts for 1900 as for the prior year. Commissioner Everton moved that the solary of the janitor for the ensuing year be fixed at the sum of $60 per month. The motion was duly seconded and carried. The bond. required by the Board of County Commissioners cf Fred J. Stevens, the Pub- lisher of the Grand Rapids Magnet for the cor- rect publication of the aelinquent and the for feited tax lists of Itasca County, was pre-ented withjF.J. Stevens as principal. and G. F. Myers. D.M. Gunn and W. C. Gilbert, as sureties in th: sum of $2.500. On motion duly made ried, the bond was approved. The auestion of dividing the unorganized portion of the County into road districts and to keep the amount of road and bridge tax collected in each district separate for the re- pair of roads in the districts wherein the tax was collected was discussed for some time and upon motion duly made and carried. it was re- ferred to the Committee on Taxation. with in- structions to report at the next meeting of the ard. The advisability of dispensing with the office of jailor. was discussed, and after a careful consideration of same, the Board deemed it ad- visable and in the lius of economy for the County that the office of jailor be abolished, and to that end in view it was moved and _sec- onded that the entire Board meet at_ 7:30 p. m., and wait upon the Honorable Judge of the District Court, to ask him to abolish the office of jailor for Itasca County. if possible, or if the oflice could uot be abolished, to cut the salary of same to the minimum.
