Andrews is continu- ing his campaign for a national park inthe Leech lake region. The pro- posed park will contain about 800,000 acres of which about one-fourth is water. The land is largely in Indian reservations, and & consequence the primeval forests are practically intact and there is no better oppor- tunity for the people of sthe country securing an original white pine forest than the one offered. The forest properly managed would return a revenue and at the same time remain intact. Germany has 10,000,000 acres of forest reserve and the reyenuas are about $23,000,000 a year, and the for- est itself is not reducee or impaired. Says General Andrews: “A second reason for establishing the park is. the sanitary benefits which its pine woods will afford. Forest air, like sea air, is much rich- er in ozone than air of open country. “Committees of both the state medical socicties of Minnesota, have visited the proposed park and strong- ly recommended its acquisition fura public sanitarium. “It will benefit and please the In- dians more to be paid for the land in bulk and have it held as a park than to have it sold in small tracts and lumbered, as was contemplated under their agreement with the United States in 1889. To acquire the land in bulk a new agreement with them, will bave to be made, and the amount to be paid for it in bulk will be credit- ed to them (to be paid in fifty years as is usual in such agreements), and congress, it is expected, will annual- ly appropriate and pay the interest thereon at 5 per cent. ‘Another reason is the influence its forests will have in maintaining the water supply in 'he Mississippi river, Three large lakes and other of its sources and feeders are embraced within the park limits. The New York commission reported that ow- ing to the removal of so much of the Adirondack forest the summer flow of the streams having their source there had decreased 30 to 50 per cent within the memory of men then liy- ing, and one of the principal reasons which the commission urged for the preservation of the Adirondack for- ests was their influence in maintain- ing water flow in rivers. “Itis certain that the Chippewa indians have occupied this region for two centuries and that the Sioux In- dians had occupied it an indefinite period previous'y.
