He bought anew team _ of horses, weight 3400 Ibs., from Doc Putney, and has stocked up with sup- plies for his return trip, which he will start upon this afternoon after he gets through with some county business to which he has been giving attention. | George King was brought before the judge of probate on Monday to be examined as to his sanity or sanity. Russell and Storch conducted | the examination and concluded that he was not dangerous, and he was discharged. Capt. W. TI. Smallwood of Duluth, was here during the week. He had business in district court, and at the same time met a number of his land j clients. The captain was kept busy during his three days’ stay in con- sultation with many who contemplate proving up on their claims. Capt. Smallwood is one of the ablest and most successtul land at- torneys in the county, and is well | deserving of the extensive practice which he enjoys. Having had_ many | years experience as reg.ster of United | States land office in one of the west- | ern states, and the advantage of a long practice’ makes hin a most de- sirable attorney to employ in land cases. | Prof. Baskerville has made arrange- {ments with Humane Officer Henry Haskins of Duluth to come to Grand ids and assist in the organization ety for the prevention of | cruelty to animals—or cruelty to any living thing. This is a most worthy object and should be encouraged by our citzens in avery j liberal manner. A free entertainment will be given under the auspices of the teachers.and pupils of the public school at the time of organization, and if general interest is shown in the | undertaking good results will follow. Prof. Baskerville has been very active in humane work tnroughout St. Lewis county and will be of great assistance to those interested in the advance- ment ofthis worthy object in Itasca county. GHAND JURY REPORT. {OFFICIAL PUBLICATION. ] Report of the Grand Jury on County Buildings, County Officers and County Offices. | The Grand Jury begs leave to submit the tollowing report: We have examined into the condi- tion of the county jail of said Ltasca county, aod find thesame in excellent } condition, especially as regards clean- } liness; find the same well conducted and managed, with this exception: that Lhere is now employed and paid by the county a jailor whose services av most are merely nominal; that so far as this jury could certain, said jailor performs no services at all and has none to perform, while at ihe | same time be is being paid by and receives from the county, fifty dollars amonth. Vhis Grand Jury therefore respectfully recommends to the bon- orable ludge of the District court that | said jailor’s salary be readjusted and reduced. We turther report that we have in- quired into the actions of the board ef county commissioners of said county with reference Lo the expend- itures of public monies of said county, and we find that during the past two years there has been a reckless | and wanton waste of such monie: We especially note that said bod has paid excessive salaries to certain public officers, among which are the judge of probate, superintendent of | schools and other officers. Fourth: That said clerk has ren-} dered fraudulent bills wherein he has charged said county for services never performed and for which fraudulent charges said clerk bas received from said county a large amount of money unlawfully, which money he has con- verted to his own use; and Whereas, it has been called to the attention of the grand jury that the public examiner of this state has ex- amined into the said irregularitie: malfeasance and shortage of said clerk of court and has made a written report thereon; and Whereas, complaint has been made to this Grand Jury that the board of county commissioners of said county have allowed a large number of fraud- ulent bills against said county, to- wit: have allowed bills for work and labor of men and teams when at the same time the men and teams for which the charges were wade had not been at work for the county at all but had | been at work for membeuds of said board of county commissioners and others, in their private business: and have allowed other bills for work and labor which work and labor was never performed as alleged in such bills: and have allowed bills wherein | double pay or compensation has been paid by said county for the same serv- | ice; and Whereas, complaint has been made | to this Grand Jury that a large amount of the public work of said county has been done by said board of commissioners “in an illegal errr TT Tt been defrauded by overcharging and iNegal charging and extortionate charging, hich overcharging and illegal charging and extortionate charging has been the bills presented and allowed by said board for the members thereof for alleged oversee- ing; and Whereas, a certain judgment was tak against this county inanaction of the Crowley Electric Co., against the county, which judgment afterward paid by the county, and which judgment and the payment thereof, it has been claimed to this jury, are illegal; and Whereas, the proofs and evidence of all of said acts and transactions by said clerk of court and by said board | duced before the Grand Jury that the trath thereof may be fully know; Now, therefore, we call upon and demand of the county attorney for said Itasca county, Minnesota, that he immediately investigate the rec-}M ords of the clerk of court for said} co nty for the full period of the four years and ascertain the facts of all the above matters relative to the and conduct of said cler’: of court, and. especial the matter of | jury fee and bill of said clerk of date December 30th, 1893, and the bill of said clerk of date of June 4th. 1894, and the report of the public examiner of said state relative to vhe sa shortage. And if said county attorney shall find that the board of county commissioners has heen guiltv or that any one of them has been guilty of defrauding said county, that he immediately take such steps and action: as shall recover tothe county all monies out of which it has been defrauded and also to_ punish the perpetrators of such fraud. And we demand .of the county at- torney that he exercise the full power and authority given him and allowed by law to protect this county from be- ing defrauded and the public treas- ury from being looted.
