Kenny of West Bend, former State commander of the American Legion, keynoted the Republican State Con- vention today with a personal in- dorsement of Gov. Julius P. Heil’s administration. In an address prepared for deliv- ery before the convention delegates, Mr. Kenny said Republicans took over the State administration a year and a half ago under many obstacles and now can refer “with pride to an efficient and economical business administration.” “We have operated the adminis- tration functions of the State, in- cluding higher education, at a sav- ing of $3,000,000 over the previous (Philip F. S. Preparedness Br the Associated Press. NEW BEDFORD, Mass., May 31.— A preparedness program advocating an immediate draft of industry, labor and men for training “to ‘whatever extent and in whatever number necessary,” was offered today by Basil Brewer, publisher of .the New Bedford Standard-Times and the Mercury. The platform, published in his newspapers today, also urged the Nation to “start now to train pilots and ground forces ln quantity, by draft if necessary,” and suggested “consultations with the other coun- tries of this hemisphere on mutual defense now to make agreements, if possible, with them.” “Abandon politics in the pre- paredness program, from the Presi- dent down,” the platform continued; “shake up Army and Navy per- sonnel and smash red tape and cumbersome inspection technique, which throttles mass production of planes and other vital equipment.” The program also urged the build- ing of underground airplane fac- tories and airports and under- ground forts to defend the coastline and the Panama Canal. D. C. Supply Bill Conferees To Study Compromise Senate and House conferees on the $49,700,000 1941 District supply bill were scheduled to meet at 2:30 pm. today to consider compromises between the Senate and House figures, with prospects no serious issue would long delay final agree- ment. As passed by the Senate, the District appropriation measure calls for items aggregating some $1,400,- 000 above the House-approved total of $48,291,000. A conference by the managers of the bill was scheduled following the return to Washington of Representative Caldwell, Demo- crat, of Florida, chairman of the .
