Conflicting claims of the belliger- ents kept speculative forces in check | in the domestic corporate division | and gains were managed on slim volume. Higher were Illinois Central 43s, New York Central 5s, Nickel Plate 5's, International Telephone 5s, International Hydroelectric 6s, Con- solidated Edison 3!2s and Southern Railway 4s. No lower price has been paid for a seat on the big trading floor since 1915, when one changed hands for $38,000. Previously this year, meniberships have brought as much as $59,000, and in 1929 there was an instance of a membership. sale for $625,000, the highest ever paid. An official of the stock exchange, which did not make the names of the men concerned immediately available, said he understood the member selling his seat had ac- cepted the offer without negotia- tion and had not been particularly interested in price. Sharp Increase In Tin Quotas Ordered By the Associated Press. LONDON, May 27.—A sharp in- crease in shipments of tin was authorized today by the Interna- tional Tin Committee, which fixed the export quota of tin-producing nations at 100 per cent of standard tonnages for the third quarter of 1940. The quota in the current three months is 80 per cent; in the first three months of the year it was 120 per cent. The committee recommended the signatory governments permit ex- ports on the basis before July 1, sub- ject to subsequent adjustment. Quotas in the four quarters of last year were respectively 45, 40, 120 and 100 per cent. Liverpool Cotfon Market To Reopen Tomorrow By the Associated Press. LIVERPOOL, May 27.—Directors of the Liverpool Cotton Association today announced that trading in cotton futures will be permitted be- ginning Tuesday, May 28. The di- rectors stipulated that trading will only be allowed at the settlement prices of Thursday, May 16. On Monday, May 20, the directors voted to close the exchange for three days, as a precautionary meas- ure against further sharp declines and in an attempt to stabilize the market. Barnes today authorized the Chicago & North Western Railroad to pay to the Re- construction Finance Corp. $680,000, representing the last four notes on a Public Works Administration loan made prior to receivership. NEW YORK, May 27—Wall Street circles say that net sales of Ameri- can securities by foreigners have increased sharply in the past two weeks.
