Fate of Allied Army In Belgium May Hang On Next 48 Hours Many Observers Believe French and British Blow . History has been repeating itself with strict punctuality so far. It was just 22 years.and 2 months ago today that Germany’s great offensive of March, 1918, inally reached its first big setback before Arras. The Germans, failed that time because they halted to storm the strong British positions at Arras 'in some ways; the German break- through has been mordé complete, it has moved' faster because of me- chanical equipment, and the Allied lines were more completely disor- ganized at the beginning by the dis- ruption of their communications. Then the end of their drive found the Germans still aiming at Amiens; now they are on the Channel. At the same time the German Army runs the same risk which it en- countered then or, because of the narrowness of their gap to the sea, an even greater risk. The question of the moment is whether the Allies, now as in 1918, have manpower and they can roll up the German rear | doing what they did not do in from the south. that is, to smash & May Have Waited Too Long. Some people think it is too late this time, that the Allies have waited too long for the strategic moment at which to strike back. Yet they can still remember that the German attack of 1918 gained full force on March 21, that it was on its last legs by the night of March 27 and that it was completely over by April ¢, The present German drive first reached the sea on the morning of May 21, and today is May 27.
