WICHITA, Kans,, May 25.—Ralpn T. O'Neil, 51, of Topeka, national commander of the American Legion in’ 1930-31, died of a heart attack tonight. As retiring president, he presided over the Kansas Bar Asso- clation Convention yesterday. The Legion passed the million mark in membership for the first time during Mr. O'Neil's term as commander. A participant in the Argonne and St. Mihiel offensives in the World War, he was cited for gallantry in action for carrying forward, under machine gun fire, telephone wire to establish communications. Mr. O'Neil was graduated from Baker University and the Harvard Law School.
