WICHITA, Kans,, May 25.—Ralpn T. O'Neil, 51, of Topeka, national commander of the American Legion in’ 1930-31, died of a heart attack tonight. As retiring president, he presided over the Kansas Bar Asso- clation Convention yesterday. The Legion passed the million mark in membership for the first time during Mr. O'Neil's term as commander. A participant in the Argonne and St. Mihiel offensives in the World War, he was cited for gallantry in action for carrying forward, under machine gun fire, telephone wire to establish communications. Mr. O'Neil was graduated from Baker University and the Harvard Law School. He served as a mem- ber of the State Board of Regents during the administration of Alf Museum to Be Center Secretary of the Interior Ickes, a member of the United States Cor- onado Commission, said yesterday a museum has been selected as the central feature of the proposed in- | ternational monument to the Span- ish explorer, on the Mexican bound- ary line.
