Morris Macy Barnard, 75, re- tired general superintendent of District penal institutions, died late yesterday at his new home, Dunmovin, near Pohick, Va. He had been {ll since July 5, when he suffered a slight paralytic stroke. Brief funeral services, to be at- tended by members of the family and close friends, will be held at 4:30 p.m. tomorrow at the residence, with Rev. F. L. Morrison, Methodist minister at Occoquan, officiating. Additional funeral services will be held a half hour later at Pohick Epis- copal Church, with Rev. C. A. Lang- ston, rector, officiating. Burial will be at Pohick. The list of honorary pallbearers in- cludes Judge Oscar E. Bland of the United States Court of Customs and Patent Appeals, Richard N. Elliott, acting controller general; Ray L. Huff, Capt. Barnard's successor as superin- tendent of penal institutions; Henry C. Stein; Capt. T. F. Joyce, United States Marine Corps, retired; Thomas M. Rives, superintendent of the Dis- trict Jail; Capt. A. L. Pettitt, super- intendent of the workhouse at Occo- quan; Capt. W. L. Peak, superin- tendent of the reformatory at Lorton; Julian A. Schoen, former superin- tendent of the Occoquan Workhouse, under Capt. Barnard, and now warden of the United States Detention Head- quarters in New York City, and C. B. Barnard stepped out of his post as head of penal institutions on his seventy-fifth birthday, last April 4, a few hours after 200 employes of | the District Reformatory Work House {and Ninth street whar! demonstrated their affection for him at a reception ion the penal reservation at Lorton, Va. He was presented with two testi- . | monial open books bearing the sig- natures of his subordinates, along with | an easy chair and day bed couch when | he left the District penal service after -1 21 vears of work in its behalf. Barnard, who entered prison | administration work tn 1895, served | as assistant superintendent of the Indiana Reformatory at Jefferson- \xlle and as deputy warden at the | Michigan State Prison, at Jackson. “He came to the District in 1916 as | assistant superintendent of penal in- stitutions and was charged with the | establishment here of an advanced | program of reformatory treatment. | He became superintendent in 1924. A Model Prison. | The captain did his job so well that other jurisdictions modeled their prison administrations after .that of | the District. A tribute to his ability | was written by Dr. Luther Reichel- derfer, then president of the Board of Commissioners, June 30, 1932, urging the Civil Service Commission to permit his retention as superintendent de- spite his having reached the age of 70. | Reichelderfer wrote: “The reformatory at Lorton, Va. being developed under the direction and management of Mr. Barnard is & unique penal institution. It receives all long-term prisoners ot the class usually sent to State penitentiaries. The terms of imprisonment extend from one year to life. “Prisoners of this type have usually been housed in cells in buildings lo- cated within a barred prison wall. At Lorton the experiment is being tried to afford prisoners a more nearly nor- mal mode of life. * * * The safe- keeping of the prisoners depends more upon educational effect and the de- velopment of a higher morale than it does on physical restraint.” “Best in the Country.” Three and a half years ago, how- ever, a wall was built about the in- stitution and the number of cell blocks was increased, as the prison population expanded. The “wall- less prison” was no longer the model penitentiary, and Capt. Barnard pro- tested last January 22 in his letter of resignation to the Commissioners that because of overcrowding and in- sufficient appropriations, “we are un- able properly to house, guard and educate the unfortunate who are sent to us.” The letter was a jolt to the Com- | missioners. For some time the Board of Public Welfare, which had made the decision that a wall was needed for Lorton, had been suggesting that he be supplanted. The model prispners at his model farm proved not:so model one day in July and nearly 100 of them took part in a riot. By the end of the month 62 of the leaders in this out- break were sent to Atlanta Peni- tentiary and 26 to Lewisburg, Pa., Penitentiary. Hardly was this trouble cleared up when Barnard faced another problem. The Commissioners received a letter from former Supt. A. C. Tawse re- flecting on Barnard's administration.
