BACKGROUND— Spanish non-intervention pact has been under negotiation for some months with agreements made only to be followed by subsequent charges of violations, especially on part of Italy and Germany. Control scheme in force today has been adopted by 27 European nations. LONDON, April 20.—The nations of Europe today clamped tight a ring of men and warships about Spain to cut off volunteers and munitions from both sides in the civil war, despite the | heated protest of the Valencia gov- | ernment that the neutrality patrol violated international law. I At the stroke of midnight the | unique plan, formulated by 27 nations | to confine forcibly a war within stated geographic limits, went into effect. A few moments later, the 2,500-ton British freighter Sarastone applied to | the non-intervention commissioner nv.\ Bordeaux and obtained clearance to | Spain. The Sarastone carried a cargo of | food for starving Bilbao, and focused | attention on the blockade of the coast of Biscay by the insurgent fleet. International complications were feared if she attempted to run the insurgent blockade with an inter- | national neutrality observer aboard. Her shippers, hoping to avoid pos- | sibility of involving the British war- | ships patrolling the north coast of | Spain, expected the Sarastone to | abandon the trip to Bilbao and at- | tempt to land her cargo at some other Spanish port. Mmmzht 2 Today THE EVENING officers drawn from the British, Dan- ish, Dutch, Swedish, Belgian and Tur- kish armies took control of the land frontiers. All the roads and railroads of the Portuguese border were patrolled by 130 British officers stationed in motor caravans at strategic points to speed to any section where arms or men were reported being run over the in- ternational line. Another 130 army officers of varied nationalities took over control of the gendarmes and moblie guards prevent- ing the passage of contraband, human or otherwise, across the French border. Five observers functioned for the Non= Intervention Committee at Gibraltar. At various control ports 594 sea- going officials were ready to board ships, inspect their cargoes and escort them to Spain. Already at sea, aboard the Sarastone, was the 550th, whose action was typical of the system Europe hopes to enforce so that Spaniards and Spaniards only will fight their own war. At Bordeaux, he inspected the Sara- stone's cargo, found it legitimate and granted permission to the skipper to weigh anchor. As the vessel passes the ring of warships—British on the north, German and French on the south and Italian on the east of Spain—the official will signal to the STAR, WASHINGTON, fleet commanders to permit unmol- ested passage. After the cargo has been unloaded in Spain, he will be put ashore at some convenient port. Had the Sarastone not applied for clearance and been attempting to run & cargo of contraband for either side, she would have been halted by the patrol, boarded and inspected. Then she would have been allowed to pro- ceed, taking the risk of being captured or sunk by either insurgent or govern- ment warships. The patrol, however, would have im- mediately reported to the British gov- ernment, in this instance, the viola- tion of the strict neutrality laws for punishment of the shippers and the captain. The Spanish government at Valen- cia, however, defied the International Committee and warned its warships would be available to protect any ship- ping that asked for it, particularly on the coasts patroled by Germany and Italy. The international control, the gov- ernment charged, was virtually a blockade and “unjust and contrary to international law.” SHIP REPORTED CAPTURED. | HENDAYE, France, April 20 (#).— Spanish insurgent sources reported t D. C., TUESDAY, day an insurgent warship had cap- tured s merchant vessel trying to take 30 unmounted airplanes, as well as machine guns, rifles and munitions, to the Northern Spanish ports of Bilbao and Santander, The name and nationality of the ship were withheld, but 1t was said the vessel sailed from a Mexican port. The seizure, insurgent sources said, occurred in Spanish territorial waters. MADRID HEAVILY SHELLED. Effort Believed Being Made to Spread General Havoc. MADRID, April 20 (#).—Insurgent guns poured shell after shell into down- town Madrid in what Spanish govern- ment officers believed was “an earnest effort to create havoc in the city regardless of losses of property and life.” ‘The bombardment took “many vic- tims,” officials announced, in addition to causing extensive damage to build- ings along the Gran Via, the capital's principal business thoroughfare. It was the ninth consecutive day of heavy shelling and the worst bombard- ment since a week ago Sunday. Ex- plosions followed one another at short intervals. The Gran Via was littered with broken glass and cracked masonry. One big shell pierced five floors of a 1937. building, landing on the second floor just above a crowded shop. It did not explode, however. Across the street another projectile burst in & shop packed with refugees. As this story was being written, there was another explosion in the street. A plece of pavement came sailing through the door of the building where newspaper correspondents were work- ing. A man pulling a cart in the street had fallen, wounded.
