Representative Chandler, Democrat, of Tennessee, proposed today an ex- tensive revision of the bankruptcy laws, including new authority for the Securities and Exchange Commission to advise ailing big businesses. He offered a bill to tighten corpora- tion reorganization machinery, give added protection to the interests of small stockholders and let labor have One section would allow wage earn- ers to pay their debts on the install- ment plan under court order. This provision, indorsed by the National| Retall Credit Association, would apply to persons who earn up to $3,6560 a year. The bill would require all corporate reorganization plans involving debts of more than $5,000,000 to be submitted to the Securities Commission, which would act in an advisory capacity only. In smaller reorganizations the court might ask the commission’s advice. Hearings probably will start the week of May 10, Chandler said. ‘The measure would repeal the noted section 77-B and related sections of present bankruptcy laws and rewrite them into a new section.
