- HULL SEES PEACE AS PROGRESS KEY Live and Let Live Policy Stressed in Pan-American Day Speech. Nations of the Western Hemisphere, it they persevere and succeed, can make a vitally important contribution to world peace, Secretary of State Hull declared last night in bringing to a close the Nation's observance of Pan-American day. “We can do this, T believe, because the influence of this hemisphere is completely disinterested,” Secretary Hull said in an address broadcast from the Pan-American Union. “We wish to live and let live. We covet no man’s land or property. OQur influ- ence can therefore be exerted with- out ulterior motive in favor of the causes we hold most precious and which we feel are essential to the preservation of our civiLzation. “Through devotion to peace, in principle and in deed, our countries can properly exert an urgently needed stabilizing influence in a world that is woefully in need of sanity and balance.” Relations between American coun- tries must be “regulated by the rule of the good friend and the good neigh- bor,” he emphasized. “Armed forces,” he added, “can be no permanent substitute for the se- curity that rests upon trust and ob- servance of international rules of peace and good order. The resort to ever - increasing armaments cannot bring ultimate security; their very accumulation constantly breeds terror and anxiety rather than a sense of safety., It wastes productive energies by which ordinary life could be im- proved. It leaves the small or un- armed states at the mercy of the reck- less and the powerful. Since these things are so, all the greater is the significance of the determination of the American republics to look to the rules of international law and trust for safety and avoid the perilous ex- tremes of competitive armament. It is inconceivable that civilized nations of the world everywhere will long de- lay action of the same kind.” “At the same time, the troubled state of the world today, the unpredictable nature of the new forces at work, would make complacency both inappropriate and dangerous. Whether we like it or not, we live in an age of political and social turmoil. Ominous storm clouds overhang many parts of the world today. We must continually and un- remittingly use the full strength of our continental solidrity to advance the cause of peace and to improve the welfare of our peoples, in so far as that is possible through international efforts. President Roosevelt, after delivering & prepared Pan-American address to the governing board of the Union yesterday morning, made an extem- poraneous pledge of the United States’ friendship with Latin American re- publics. “We proclaimed to the world at S%flz'wfl @7 Buenos Aires,” he said, “a series of vitally indispensable relationships repudiated by many countries. We have kept them alive when other parts of the world are drifting toward a political Niagara.” Citing the United States policy of non-interference in Cuba, the Presi- dent declared: “Now we have sought to establish a timely example to citizens who inhabit other countries. Each family should have friends among its neighbors.
