The association’s spokesman at the Interstate Commerce Commis- sion’s hearing on a railroad request for a general freight rate increase was Frank E. Monnin, vice president. The upward trend of rates would apply to all class 1 railroads—virtually the en- tire rail transportation network in the Urited States. Monnin said he appeared “not only for the purely selfish reason which is doubtless responsible for all other ap- pearances,” but also in behalf of “our customers throughout the country who are unorganized, but who nevertheless pay the bills for domestic fuel.” He said any increases in transpor- tation cost must be borne by the con- sumer because of the coal merchant's short margin of profit.
