By the Assoctated Press. NEW YORK, September 21.—Rail ‘bonds, particularly of the more specu- lative varieties, and a handful of cor- poration issues, mostly of the stock conversion type, enjoyed the principal buying in a market in which the ma- Jority of prices were slightly improved. Pressed Steel Car 5s were ahead more than 4 points in the final hour, while Allis-Chalmers 4s, Portland General Electric 4'2s and Hiram Walker 4l4s ‘were up a point or more, Some of the rail loans adding sizable *' fractions included Alleghany 5s, Erie ~ corn, 55, Missouri-Kansas-Texas 5s and St. Louis-San Francisco 4!2s. U. S. Government issues were mixed with most thanges on the upside in Treasuries, while Guaranteed Agency issues gave a little ground. CHICAGO GRAIN By the Associated Press. CHICAGO, September 21.—Late estimates that three to four million bushels of Canadian wheat were pur- chased today for export did much to whirl breadstuff prices to lofty heights everywhere. Minneapolis and Liverpool Wwheat markets soared to new top record quotations, Liverpool to the highest in more than six years. Heavy selling to realize profits led to reactions from advances in Chicago. Contrasting with wheat, corn suf- fered a tumble of 4 cents for Sep- tember contracts, the extreme per- lmssable limit. Wheat closed nervous, 3g-7, above Saturday's finish, Sep- umber 1.14%; December, 1.133;-7s; Ba-dly dow‘n September, 1.11- 1.1135; December, 94%-%; oats, 1s-Ya | off, and provisions unchanged to 27 | cents lower. 1 " Chicago Cash Market. BURGESS IS SURE st Echane OF CREDIT BRAKES Believes Other Methods Will Be Found If Present Control Fails. By the Associated Press. NEW YORK, September 21.—W. Randolph Burgess, vice president of the Federal Reserve Bank of New York, in a revision of his book on the reserve banks, published today, said whether or not the present form of credit control proves desirable, “some mechanism will be found for restraining the excessive use of credit in security speculation.” Analyzing the securities exchange act of 1934, Burgess said its provision for the restriction of credit used in|2m carrying securities were perhaps “the | A part of the law.|§ most important” This was because “excesses in the security markets have fed upon the use of credi Reserve Banks and the Money Mar- ket.” “This free use of credit has en- couraged the upward swing of prices in times of expansion, and, on the other hand, the calling of loans on which prices declme has accentuated liquidation. * * e e e ruaerve Board has drawn up regulations prescribing mar- gins for brokers’ loans to their cus- tomers, has set up an administrative office and has arranged for periodical reports to keep itself informed. “How effective this type of control is destined to be is, of course, as yet problematical. It is a form of control which is in some degree paternalistic | 1 and restrictive, but speculation in se- curities had proved itself so destruc- | g tive of economic stability in this country that some vigorous form of | w; control of this sort appeared to be necessary. “The legislation has placed upon |y the Reserve system a responsibility which is likely to prove onerous, for the system will find itself at times re- quired by circumstances to take ac tion which will directly and immed: ately influence the profits and even the solvency of considerable groups of people.” Washington Produce BUTTER—Range of prices to stores. gathered from wholesale dealers (prices lo nearby shippers based on Philadelphia and New York ~prices): One-pound prints. cartoon (92 score),” 3K 1-pound prints, te-pound prints, 's-pound prints, tubs (93 score), veal, “compound, 13: o Cial Prices paid shippers—net f0b. OUTLOOK BRIGHT FOR DRUG SALES Active Autumn Season and Steady Prices Heip Op- timistic Views. Bgecial Dispatch to The Star. NEW YORK, September 21.—Ad- vances in the volume of sales and out- put in line with gains made by busi- ness in general, active Fall buying, and steady prices contribute to opti- mism in the drug trade as it ap- proaches its most important season, according to a survey by Dun & Brad- street, Inc. “Collections were appreciably better than at this time last year. The num- ber of commercial failures in the first eight months gives promise of reduced financial difficulties. “After a half year of business which resulted in increased output in almost all production centers, manufacturers in August prepared to meet buyers’ demands for Fall, early Winter and holiday supplies. .The advance in vol- ume over 1935 for the first seven months averaged close to 10 per cent. Fall buying by distributors ran as much as 15 per cent above that of last year and indicate that any alteration of 1936 production schedules is likely to be a forward one. “Manufacturers in only one city, covered by the special survey, reported half-year volume below 1935, when first-quarter production had been ab- normally high. On the other hand, the principal producer in another area achieved an increase in earnings of about 100 per cent for the first half- year. Between these two extremes, records of manufacturers in the re- maining cities followed more closely the moderate expansion of wholesale trade throughout the country. “Costs of bottling and packaging drug goods advanced, limiting gains in _ | earnings which otherwise might have | appeared with increased production MONEY TO LOAN ON REAL ESTATE Attractive Interest Rates Convenient Payment Plans Our Real Estate Officers Invite You to Confer refinance 3% INTEREST as low as PAYMENTS e per $1,000 COLUMBIA BUILDING ASSOCIATION 716 11th St. N.W. In some instances half-year earnings were also restricted by extra charges attached to Spring sales in flood ree gions on the Eastern seaboard. Over- time in laboratories, necessity for swift delivery, and good-will prices charac- terized the emergency period. “Wholesalers’ estimates of volume of business done in the second quarter range from 5 to 25 per cent above the corresponding 1935 period. Their average estimates runs well above 10 per cent, comparing favorably with the 5 to 8 per cent gain noted in the first quarter. Reports on retail sales noting corresponding gains in- dicate that reorders should continue and wholesale inventories not ine crease. For the drug industry, which does a substantial part of the year's business in Fall months, it is especial« ly significant that sales are parallel ing the improvement in general busie ness conditions and that second quare ter turnover kept pace with, and many cases exceeded, that in the first quarter.” Sk sk ok ok NEW YORK PRODUCE.
