Terming the social security act as “the most eonstructive piece of social legislation which has been enacted in the United States in our lifetime. John G. Winant, chairman of the board, yesterday defended the taxing ;| structure of the Federal old-age benefits section of the act. The de- fense was made before members of the National Press Club, where Winant delivered a luncheon address. The taxes at issue become effective ;| next January with employers and i| employes each to pay a 1 per cent levy i| on wages up to $3,000 vearly.
