STIMSON HAILS PEAGE OF CHINA Book Says Character of People Is Stabilizing Factor of Asia. Bt the Associated Press. NEW YORK, September 17.—The main stabilizing factor of Asia, in the opinion of Henry L, Stimson, former Secretary of State, is the “es- sentially peaceful character” of China. “Its loss,” he says in a book pub- lished today, “would be a blow which., would directly affect the peace of her neighbors, including America. “It would be a very short-sigh policy if that loss should com! ‘hrough a disregard of its treaty obli- gations by the American Govern- ment.” The book. “The Far Eastern Crisis, Recollections and Observations,” says ihe underlying purposes of America’s Jolicy during Japan’s aggression in Manchuria were, first, to preserve America’s future friendly relations vith China by fulfilling treaty obliga- :dons; second, to preserve the founda- ions of co-operative action for the Jreservation of peace i. the world. “The future of China,” Mr. Stimson lays, “is one of the great problems »f the ages. But one thing is clear— the must develop in her own way. She cannot be dominated or driven oy outside force into an alien or unde- lired form of evolution.” Pointing to the necessity of future to-operation with Great Britain, Stimson says upon that country will lall great responsibilities of leader- +hip in the ultimate development of rollective action in Europe. “I believe,” he says, “it is vital that ‘he course of such leadership shall 7ot be hampered by the iear that tollective action will ke stabbed in he back by states, which, like the American Government, are not mefh- sers (of the League of Nations).
