NEW YORK, September 9.—Fol- lowing an irregular start, carrier loans strengthened in the bond market to- day while United States Government issues held early gains. Other cor- porate obligations were mixed. In the final hour gains in the Gov- ernment sector ran from 1-32 to around 4-32. Treasury 3s of 1948 and the 23s were among the gainers. The 2%s were under a little pressure. Low and medium priced rail liens up fractions to a point or so included Rock Island 4s, North Western 43s, Missouri Pacific 55 and New Haven 6s. Allis Chalmers 4s were off about 2 points and Studebaker 6s declineq | around a point. Hiram Walker 4%s up a point or so during the morning lost some of its gain later. Walworth 4s turned up slightly. Armour 4l2s were lower. On modest volume Paris Orleans Railroad 5%s were off more than 4 points. Poland 7s were up more than a point, Other foreigns were ir- regular. Holders Approve Goodrich Plans To Clear Arrears By the Associated Press. NEW YORK, September 9 —Stock- holders of B. F. Goodrich Co. today , epproved the director’s plan for re- capitalization and reclassification of the company’s capital structure in order to clear away accumulated divi- dends on the $7 cumulative preferred stock and pave the way for future common dividends. The plan which provides for cre- ation of a new $5.00 no par pre- ferred stock to be exchanged for the present 7 per cent $100 par preferred stock was approved by greater than the required two-thirds majority of outstanding shares of both the $7.00 4 preferred and common stocks. More than 217,590 shares of the $7.00 preferred were voted in favor of the plan while 1,580 were cast against it. More than 823,400 com- mon shares- were voted for and 1,800 against. There are presently out- standing 294,308 shares of $7.00 pre- ferred and 1,156,101 common shares. Under the terms of the plan 1.4 shares of the new preferred plus 32 share of common would be given ii exchange for each share of $7.00 pre- ferred. — DIVIDENDS ANNOUNCED NEW_ YORK. This index last week was 79.7 per cent of the 1926-1928 average, the same as | Ot in the preceding week; a month ago the index stood at 79.9 and & year ago at 77.7. Price changes were mixed during the week, with advances offsetting de-|$ clines. Four of the component group indexes advanced while three moved | ! downward, but the fluctuations in all cases were relatively small. Due largely to higher meat prices, there was a moderate increase in the food index, which had declined in the two preceding weeks; of the 45 com- moditles included in this group 11 ad- vanced last week and 11 declined. The effect of a downward movement in grain prices was more than suf- ficient to offset higher quotations for live stock and cotton, with the result | N that a small decline was registered vy the index of farm-product prices.
