Levy of Philadelphia, part owner of Radio Station WCAU, denounced the leader- ship of the National Association of Broadcasters in an address before the group yesterday and announced he would form a rival organization. Levy directed his attack against James W. Baldwin, managing direc- tor of the association, charging him with failure to sign a five-year ex- tension agreement with the American Society of Composers, Authors and Publishers before last December 7. At that time Warner Brothers with- drew from the society and the re- sultant difficulties over the use of certain music attracted wide atten- tlon. “I am for peace in this organiza- tion as much as any one,” Levy said, “but you never will have peace in it with this management. It will be | only a short time before the orgomi- | zation collapses if you run it this | way.” Asserting he had been urged to | form a new organization, Levy said: } “I will form such an organization. We will give service to our members. We will not allow politics to creep in. NEW YORK, June 7.—Organization of all headgear workers in a single in- dustrial union was approved yester- day at a meeting of the executive board of the cap and millinery de- partment of the United Hatters, Cap and Millinery Workers' International Union.
