HOME Pioneer in D. C. Playground Movement Noted for Social Work. Mrs. Giles Scott Rafter, 67, pio- neer in the District's playground movement and former president for 10 years of the D. C. Congress of Mothers and Parent-Teacher Associa- tions, died last night at her Summer home at Bryant Pond, Me. Her hus- band succumbed last December. Mrs. Rafter, who was born in near- by Potomac, Md., September 3, 1868, was renowned for her social-service work, to which she devoted a large part of her life and organized the Girl Scout movement in Washington. A graduate of George Washington University, she later studied at the New York School of Social Service. She married Mr. Rafter when she was 19, in 1887, who was an em- ploye of the Patent Office for 50 years, being principal examiner at the time of his retirement. Aided Slum Transformation. During her social work Mrs. Rafter interested the children of Washing- ton’s slum section years ago in clean- ing up their back yards., and superin- tended the transformation of 500 yards into flower gardens. Social workers visited here from many sec- tions of the country to view the re- sults of this work. For 15 years she served as branch secretary of the Girls' Friendly So- ciety ot St. Mark’s Episcopal Church. Convinced by her experience that s | education and the closer union be- tween the home and the school were | the most powerful influences in bet- tering the lives of boys and girls, Mrs. Rafter since 1910 had devoted her ex- perienec and training to the forward- ing of the parent-teacher movement. Mrs. Rafter was a member of the Arts Club, Sunshine Club, Political perance Union and numerous other organizations. Funeral Plans Incomplete. Her home here was at 2434 Thirty- ninth street. Riordan, 56 years old, of 1015 Seventh street northeast, Wash- ington, D. C,, died in the Washington Sanitarium and Hospital today from injuries suffered yester@ay in a fall from a scaffold.
