This is the most encouraging move that the large number of Washington holders of the stock have noted in a Jong time. The annual meeting comes in November, the annual finan- cial statement always coming out at that time. Nothing has been pub- lished vet indicating what the report will probably show. But the demand for the stock has improved so rapidly that members of the Washington ex- change believe the report will show further progress in business recovery. It will be recalled that the company made an excellent showing last year in a turnabout in earnings that was much larger than had been generally enticipated. “When-Issued” Trading Near. Members of the Washington EX- change are interested in the report that a movement toward revival of *when-issued” trading on stock ex- changes, banned since passage of the recurities exchange act of 1934, has been started by the Securities and Exchange Commission, which today 1s promulgating rules permitting such trading under certain restrictions. The new rules are designed to pre- vent indiscriminate listings of securi- ties for “when-issued” trading; to confine trading to those instances and localities where public interest demands a market; to prevent pre- mature trading on a “when-issued” basis, and to make available the same information for this type of trading as is provided for securities traded on an issued basis. “When-issued” trading will be per- mitted only on the exchange on which the warrant or security will be traded ®iter it is issued. However, if that exchange does not furnish a “when-is- sued” market in the security, then a national securities exchange in the game city may apply for permission to furnish the market. This regula- .tion is particularly important in the case of the New York Curb Exchange, 'ps it will be entitled to make a “when- fssued” market in unissued securities ©f the big board. The rules also provide that the performance of the conditions of,a contract for the purchase or sale of .en unissued warrant or security is ronditioned upon the issuance of either the warrant or the security. In the old days there was a good Eeal of trading on the Washington exchange in securities on a “when §ssued” basis. Accountants Honor Langer. An informal dinner will be tendered Lharles H. The Federal Deposit Insurance Corp. today began the payment of about 64,000,000 to depositgrs in the closed Commercial -National Bank, Bradford, Pa. There are 11,000 depositors in the pank who have accounts of $5,000 or Jess. Only 150 depositors had more than $5,000. Their payoff will be only up to the $5,000 limit. It was reported by the Chicago office today that Y. E.'Booker, head of Y. E. Booker & Co., investment banking firm in this city, will be elected to the board of governors of the Investment Bankers' Association, at the coming convention at White Sulphur Springs. Mr. Booker has worked especially hard ‘for the association in the interest of codes and fair practices between in- vestment dealers. He has been active in the financial district here for years end is at present head of the Wash- ington Stock Exchange. Mergenthaler Linotype sold on the Washington Stock Exchange at 34 gor the first time in many moons. Five 10-share sales were recorded. This compares with a low for the ear of 25. Washington Railway & Electric preferred figured in a 27-share sale today at 107. The price is the same as in other recent transfers and is the high mark for the present year. The market got a “boom™ thrill in the first hour, when one block 10,000 General Motors changed hands at a fractional advancg. Another block of 15,000 Packard went over the tape and was followed by a single transfer of 13,000 Reo. Leading gold currencies, including the guilder, stiffened when the Bank of the Netherlands reduced its dis- count rate one-half per cent to 412 per cent. This followed a cut last week from 6 to 5 per cent. Further shad- ing of the rate was said to have been due to easy money conditions and the replenishing ¢f Dutch gold stocks. Market analysts, while expecting intermittent technical reactions, stressed the view that the status of stocks is almost exactly the reverse of the situation prevailing a year ago when business was faltering.
