MCARL CURTALS HOMESTEAD FUND Rules Repayment Must Go to Treasury, Not Into F Revelving Pot. The Resettlement Administration eannot perpetuate itself through the yevolving fund provision of the law | under which the subsistence home-| stead was inaugurated, as the new appropriation for this activity does not continue that provision, Controller General McCarl sald in a decision given today to Resettlement Adminis- trator Tugwell. The ruling was viewed as constitut- ing a stumbling block to any long- range program for subsistence home- steads, but not as affecting immediate plans. The homestead program was begun under the national recovery act, which sppropriated $25,000,000 for the proj- ect and provided that the repayment of those making loans would go back | {nto a revolving fund to continue the | program. The resettlement admin- {strator asked if this revolving proviso would remain in effect under the| work-relief act, which carries $950,- 000,000 for homesteading purposes. Goes Into Treasury. Replying, McCarl said this was pre- eiuded by reason of the expiration of the recovery act as of June 16 and | the fact the revolving fund provision | was not repeated in the new legisla- | tion. The repayments, he added, must | go back to the general fund of the | Treasury. ! The Resettlement Administration al- ready has exercised options on ap- proximately 3,500,000 acres of sub- marginal lands, and it was hoped to increase this total to from 8,000,000 to 10,000,000 acres within a year. Now listed as rural rehabilitation clients are approximately 350,000 farm families, taken over from F. E. R. A. It was expected this list will be in- creased to 400,000 or 425,000 families within a year. Loans and grants are made to fam- ilies taken from relief rolls, and to those which would go on relief rolls | if help were not provided. Projects have been outlined, it was learned, which would cost considerably more than $225,000,000, but it was not expected that the program would exceed that amount for one year. —_— Huge Skull Found. ROCKVILLE, Md., Septemebr 23. —The Richard Montgomery (Rock- ville) High School began the second week Of the year with an enroliment of 956 pupils, 525 in the junior and senior high schools and the others in the elementary grades. It is an in- crease of 105 over the enrollment at the beginning of the last school year and is a record for the institution.
