Cited in Letters by Sec- retary Swanson, | Letters commending three men who served on the airship Macon, which crashed off the California coast last| February 12, were forwarded yesterday by Secretary of the Navy Swanson. Those honored were: Lieut. Comdr. Herbert V. Wiley, commanding officer; Lieut. John D. Reppy, keel officer, and Ernest Edwin Dailey, radio manm, first class. The latter was killed in the accident, and | the letter was sent to his widow, Mrs. | £ E. Dailey, Marcheta Apartments, 1121 New Hampshire avenue. Wiley Is Commended. In his letter to Lieut. Comdr. Wiley, | who now is serving aboard the Pensa- | cola, Swanson said bhe “showed the greatest energy in raising the efficiency | of personnel and promoting the safely and operating effectiveness of the vessel.” | “You adopted measures that great- 1y improved the standards of morale of your officers and men, and took steps to provide complete safety equip- ment for the vessel and to train person- | el in its use,” wroie the cabinet offi- | cer. “At the time of the loss of the| Macon you took immediate measures with a view to saving your vessel and crew. These measures were so effective that but two men out of a total of 83 were lost, this being the lowest per- | centage of loss ever known to have occurred in the case of a similar| vessel.” Sought to To Lieut. Reppy, Swanson wrote: “It appears that you were the keel officer during the emergepcy. You mssembled the the airplane hangar crew and endeavored to drop airplanes from the ship, working when the ship was inclined up to 25 degrees in a pre- carious position with the hangar doors open below you. You went in the after part of the ship, which was known to | be damaged and reported ‘crumbling,’ | to try to shift the main controls of the | emergency steering station. NEW HALPTMAN APPEAL LIKELY Attorrey Would Take Fight Before Federal Court if Ruling Ncgative. By the Associated Press. HOLLYWOOD, Calif., August 20.— C. Lloyd Fisher, attorney for Richard Bruno Hauptmann, may go into Fed- eral Court in New Jersey in an effort to save the alleged Lindbergh baby kidnaper from execution. * Fisher, here in connection with the case, sai8 he will carry Hauptmann's legal fight into the Federal Court if an appeal now before the State courts in New Jersey is denied. The pending appeal is based on assignments of er- ror in the conduct of the carpenter’s trial last year. Plans for the new appeal are based on purported new evidence Fisher claims to have unearthed since he took charge of Hauptmann's defense, replacing the trial attorney, Edward J. Reilly. Pisher would not disclose the na- ture of the “new evidence,” but indi- cated it would include a contention that the body of the baby found near the Lindbergh estate, near Hopewell, was not that of the fiyer'’s child. Pisher has been conferring here with Mrs. Emma Gloeckner, sister of Hauptmann, and her attorney, Vin- cent Marco. Auto Designed for Hitler. Concerning Mrs. Dailey's husband, Becretary Swanson wrote: ' “It appears that he was the opera- | tor in the radio room during the emergency. When directed to send | out S O S he did so immediately and | received receipts for same from com- mander in chief of the United States fleet. He followed this with signals | for determination of radio bearings | for land stations and ships of the| fleet, with the ship inclined at a large angle he had to hold the transmitters | on the table. Later he inquired if | the ship was all right and was told | to send off ‘stand by, we have bad casualty.’” He sent this and obtained receipt. He then inquired the posi- tion and sent it out. He also sent further signals for determination of radio bearings. He remained at this station until ordered to abandon it, carrying out his work in an efficient manner, with personal initiative, per- | fect calmness and efficiency, his ac- | tion no doubt being effective in the prompt rescue of the crew and the | small casualty list.
