NEW YORK, June 25.—Reaction overtook the stock market today in the wake of the news that the Presi- dent would insist upon enactment of his distribution-of-wealth tax pro- gram at the present congressional ses- sion. ‘The recently popular “blue chip” is- sues led the decline with losses of 1 to more than 2 points. The close was heavy. Transfers approximated 1,100,000 shares. In the face of general recessions, resistance was displayed by most of the rails and scattered specialties. After a first-hour selling flurry trad- ing slowed down appreciably. Some support was accorded various leaders in late dealings, but the majority were unable to come back to any great ex-- tent. Technical factors were said to have contributed to the downturn. Grains slid off moderately, but cot~ ton was rather steady. Bonds did not give much ground. Far Eastern silver currencies were weak. Imported bar silver at New York was lowered 34 of a cent an ounce to 69'; cents. Among shares that managed to hold gains were those of Santa Fe, Radio common and preferred B, Allied Chemical, Ludlum Steel and Midland Steel Products. Born and educated in Washington, he was employed in the city post office for about 20 years, advancing from substitute clerk to secretary to the postmaster. He was vice chairman of the safe deposit section last year and succeeds Richard E. Harris of the American Security & Trust Co., who becomes a member of the Advisory Council. Registration Date Extended. ‘The Securities and Exchange Com- mission has extended until July 15 the effectivk date of permanent registra- tion of all securitfes temporarily reg- istered on the national securities ex- changes. The date had been June 30. About 900 securities not registered will benefit by the additional time. Most of them are on the smaller ex- changes. The time was extended to avoid confusion, the commission an- nounced. It had been predicted here for several days that such action would have to be taken. Most of the corporations having securities on the ‘Washington Stock Exchange have al- :‘eldy applied for permanent registra- lon. Another announcement of great im- portance comes from the Senate Banking and Currency Subcommittee, which transmitted a report to the full committee a resolution extending for one year the temporary deposit insur- ance provisions of the Federal Deposit Insurance Corp., which otherwise would expire July 30. This action was accepted by the full committee and will probably mean that increased assess- ments on the banks for deposit insur- ance will be postponed temporarily and Perhaps permanently. Underwriters to Meet Friday. J. E. McCombs will be inducted into office as president of the District of Columbia Life Underwriters’ Associa- tion next Priday noon at the Willard Hotel. At this meeting he will out- line his plans for the coming year and also name the chairmen of the dif- ferent standing committees. As he was the unanimous choice of the as- sociation for the presidency, a particu- larly harmonious and active year is Ppredicted. More extensive adoption of uniform cost accounting methods was urged by John Moran, cost accountant, the National Fertilizer Association, Wash- ington, in an address in Boston today before the sixteenth International Cost Conference of the National As- sociation of Cost Accountants. Several local accounting experts are at the eonlerenee, “Perhaps the greatest obstacle en- countered in the work of installing uniform accounting systems is the natural human trait of hating to make a change. Firms long accus- tomed to a certain set of accounts are &low in adopting a new method. “To be effective, it is not enough merely to install a uniform accounting system and see it started. One‘of the most important factors is to cause the manufacturet to become cost con- scious and to encourage him and his stafl in the work of making frequent cost analyses,” the Washington speak- er said.
