BY FREDERICK GARDNER, Associated Press Financial Writer. Signs of a rift in the legislative #¥¥ A5 STEEL RATE SAGS AGAIN' IN- WEEK Magazine Reports Reces- sion of 2 Points to 48 Per Cent Level. By the Associated Press. CLEVELAND, March 18.—Steel- works operations declined 2 points to 48 per cent last week, the magazine Steel reports today. Recent developments in Washing- ton, reflecting uncertainties, are given as one of the major reasons for the decrease. The magazine points out, however, that a decline at this time of the year is not without precedent. ‘The steel business is following the same trend at the end of the first quarter as in March of each year since 1929, Steel declares. “At the moment. business secems to be dammed up,” it continues, “and | sentiment in the market is weaker.” “Contributing to this are the two Government reports on the steel in- dustry’s basing point system, one by the Federal Trade Commission un- equivocally opposed to any except an 1. 0. b. mill price, the other by N. R. A. urging group mill bases, each base to have a 50-mile radius. “The presumption is some compro- blockade have moved business leaders | to take stock of economic measures | on the congressional docket. Observers on Capitol Hill expect the | legislative machinery, after its slow | 1 | start, to gather speed. The soldiers’ bonus and social security measures are slated for early consideration in the House. | House committees conducting hear- | ings on the two most controversial | bills bearing on economic destinies of the country—the banking and public utility holding company measures— | “stepped on the gas” last week. But much ground remains to be covered on both bills and indications are they will not be whipped into - | shape in commitee for several weeks. Meanwhile, numerous other legisla- | tive proposals to extend Federal con- | trol over business, to regulate relations | between labor and capital and to make use of the Government's credit are waiting in line for hearing after the more urgent administration measures are out of the way. Controversy over the holding com- pany bill has warmed up and the Capital expects the legislative battle over that far-reaching measure to be one of the hottest of the session. | Neither side is sparing ammunition. | Charges of highly-geared “propa- ganda” campaigns for and against the bill echo in and out of the hearings as utility executives began their fight agamnst extinction of their holding | units. The banking bill has made a tamer start. its provisions for changing the Federal | Reserve law contains enough dynamite to set off loud detonations in Congress and elsewhere. Business scouts on the New Deal front also are watching closely the progress of bills to amend the agri- | cultural adjustment act, involving the licensing of processors; the 30-hour work bill; the Guffey bill to make the | | soft coal industry a public utility sub- | ject to Federal control; extension of the N. R. A., transportation bills and | proposals for a ship subsidy. A host of lesser proposals, ranging from taxes on hig business to measures | for establishment of a central bank | and to pay off the Government debt in “greenbacks,” would use Federal | power to mold new economic p-mms.‘, PROFITS INCREASED | BY UNION CARBIDE | Company Earns $2.25 a Share in 1934, Compared With $1.57 a Share in Previous Year. | Spectal Dispateh to The Star. | NEW YORK, March 18.—The Union Carbide & Carbon Corp. reports for 1934, after all charges and reserves income of $20,27744262, equal $2.25 per share on 9.000,743 shares of capital stock outstanding. This compares with net income for 1933 of $14,172,927.09, or $1.57 per share on the same number of shares in 1933. The dividend rate was increased from 25 cents per share per quarter to 35 cents, effective with the divi- dends payable July 2, 1934, and to 40 cents, effective April 1, 1935. But those familiar with it say | mise to consumers’' advantage will be worked out by June 16, the final date for the renewal of codes. In the meantime, this is expected to be a factor in holding back all but most urgent steel demands. Although a few lake sheet mills are operating at capacity to complete quarterly contracts by March 31, the national average is down 5 points to 55 per cent for galvanized sheets and 75 per cent for the full-finished grades, the magazine states. Shipments of practically all fin- ished steel products, except tin plate, are down in Pittsburgh and some other districts. Ingot output in Pitts- burgh is scheduled for a reduction this week. Steel points out that the automobile industry has set a goal of another | million cars as its mark for the second ! quarter. Manufacturers turned out 97,000 cars last week, 11,000 more than the preceding week. Expansion in automobile factories brought orders for 10,424 tons of steel. Steel's iron and steel price com- posite is down 1 cent to $32.38. with finished steel unchanged at $54. Estimates Still Lower. NEW YORK. March 18 (. —The rate of steel operations showed an- other small decline this week to 46.8 per cent. according to the estimate of the American Iron & Steel Insti- tute issued today. In the previous week schedules were at 47.1 per cent of capacity. The currently estimated rate com- pares with 49.1 per cent a month ago and 468 per cent in the same week last year. The decline from last week is .3 of a point or .6 of 1 per cent.
