If established it would ex- tend from the Lincoln Memorial in this city to the famous Civil War bat- tlefield in Pennsylvania. The bill relating to the distribution of estates would place fathers and mothers, brothers and sisters, grand- mothers and grandfathers on an equal footing in so far as their rights under the law of descent and distribution. TRINITY COLLEGE'S | CHARTER APPROVED | House Passes Bill to Incorporate Institution, Operating Under 1897 Articles. Without objection the House today | passed the bill for incorporation of Trinity College, which is now attempt- ing to operate under a certificate of | incorporation filed in 1897 under the| District Code. These articles of in- corporation were drawn with little view to the development of the college and have become obsolete and unwork- | able, Chairman Norton of the House District Committee explained. stating that this is the last of the advanced | educational institutions in the District | to receive a charter from Congress. In spite of vigorous opposition by Representative Dunn of Pennsylvania, who is himself blind, the House today passed the Ellenbogen bill, providing for pensions for needy blind persons in the District, and authorized an ap- propriation of $75,000 for this purpose to be administered by the Public Welfare Department without addi- tional administrative costs. Representative Dunn, who is the author of another bill for pensions for the blind, complained that the Ellen- bogen bill is “obnoxious” and would require a blind person to be a pauper before coming under the provisions of this legislation. He questioned whether the President would sign the | bill if it passed. Chairman Norton of the House District Committee said she understood the President is ready to sign the bill. Representative Nichols, Democrat, of Oklahoma, a member of the House District Committee, in replying to Dunn said the committee was in- formed that 300 blind persons in the | District would be affected by this legislation, that at least 75 of these had appeared before the committee in support of the Ellenbogen bill and that no blind person had appeared in opposition to the legislation.
