By Cable to The Star SHANGHAI, China, June 16.—That American $50,000.000 loan to China to be used to purchase American raw cot- ton and 30,000,000 bushels of wheat, & loan recently arranged by Pinance Min- ister T. V. Soong in Washington but not yet given full approval by Nanking. has become the largest current domestic is- sue in this country. ‘Warlords in the North and North- west are demanding that some of these funds be directed toward paying off “thelr disbanded troops, while Canton, “Ireland” of China, is attacking Gen. Chiang Kai-shek, China’s supreme mil- itary commander, as well as Soong, and demanding cancellation of the loan. Canton leaders admit that they have | cabled President Roosevelt and the Re- construction PFinance Corporation to this effect. Canton’s complaint is a political | gesture and really means that Canton wants the money if it is to keep quiet in the national crisis. Twenty million local dollars, roughly $8.000,000 gold, is considered the price for that silence. Charges that purchases of American wheat and cotton would disrupt the do- mestic market are met by the Nanking government with the statement that there are not enough supplies on hand to keep local mills working for more than a month. From the domestic viewpoint, the full significance of the loan is that it gives & new lease on life for Gen. Chiang's government, since it has demonstrated at last that Chinese credit is once more re-established. It has taken years of effort on the part of China to convince a first-class power that such is the case.
