Department store sales in Washington in April were only 8.6 per cent lower than in April 1932, according to the Federal Reserve Bank of Richmond’s monthly report received here today. ‘This is a strikingly better showing than in March when local retail sales were 26.4 per cent lower than in the corre- sponding month a year ago, business being so seriously hampered by the bank holiday. Retail sales in the whole fifth Federal reserve district in April were off only 5 per cent from the record made in April 1932, which the Rich- mond Bank states is the best record made in any month since July 1931, the favorable comparison - with last year beipg due chiefly to the difference in the “dates of Easter in 1933 and 1932. Huntington, W. Va., made the best | retail sales showing of any city in the | fifth reserve district in April, sales being 10.8 per cent above the record for the like period a year. Charleston, W. Va., also got away from the minus signs and noted an increase of 1.6 per cent in sales over the same month in 1932. Both Baltimore and Richmond also stood a short distance ahead of Washington in the monthly summary average. The April gains cut Washington's average for the first four months of the ent year to 18 per cent below the same period a year ago. Sales | in the whole fifth district were 19 per cent lower than in the first four months of 1932. Virginia i West V The Ca In addition to the report from the Richmond bank. the Federal Reserve| Board also reported today on trade con- | ditions in the entire 12 Federal reserve districts. Trade in 12 Reserve Districts. ‘The report shows that the Richmond | teserve district in April was in sec- ond place among the 12 districts and the 5 per cent decrease compared favor- ably with the national average de- crease of 9 per cent in the month’s’ sales. Preliminary figures on the value @f department store sales show a decrease from March to April of less than the estimated seasonal amount. The Fed- eral Reserve Board's index, which| makes allowance both for number of business days and for the usual sea- sonal changes, was 68 in April on the basis of the 1923-1925 average as 100, compared with 55 in March and 60 in; February. In comparison with a year ago the | value of sales for April, according to preliminary figures, was 9 per cent smaller. In making the comparison with a year ago, allowance should be made for the fact that this year sales during April included a much larger part of Easter buying than they did| last year. The aggregate for the first four months of the year was 22 per cent smaller than last year. Otterback Heads Local Bank. ‘Maurice Otterback was re-elected president of the Anacostia Bank at the annual meeting held late yesterday. It was the institution’s 23d annual meet- ing of stockholders, the following of- ficers and directors being re-elected: Maurice Otterback, president; J. Prank Campbell, first vice president; W. L. Koontz, executive vice president and cashier; Albert V. Pohl, W. W. Young, assistant cashiers; George C. Gertman, counsel. Directors are J. Frank Campbell, A E. McConnaughey, widely known in the local financial district, largely as a dealer in Government securities. has opened an office in the‘ Union Trust Building. He will continue to specialize in Government securities, his New York correspondent being Charles E. Quincy & Co. a New York Stock Exchange firm established in 1886 Mr. McConnaughey has been associated for years with the Washington office of C. F. Childs & Co.,, which is another wveteran bond house. Local Exchange Active Today. Lanston Monotype opened trading on the Washington Stock Exchange today, | 25 shares changing hands at 441%. ‘Washington Railway & Electric com- tmen stock appeared on the board today for the first time in many moons, when 12 shares sold at 263. This is by far the highest-priced utility stock on the Jocal list. Potomac Electric Power figured in meveral small sales at 106% and 106%2, while Washington Railway & Electric preferred came out in one sale at 82. Bond trading was confined to Wash- ington Gas 6s, series B, $1,000 moving st 103%,, and Washington Railway & Electric 4s, which sold at 8435 and 84% fn $1,000 cencminations. Savings Bank in Merger Drive. The Washington Savings Bank will Hoin the drive to consolidate as many as possible of the 13 closed local banks into R new institution, it was announced at he bank today. i This announcement puts three local banks definitely in the move to reopen | under the “Spokane Plan,” others being the District National Bank and the, Potomac Savings Bank. The move is| yeported to be gaining momentum and further announcements are expected very soon. The Washington Savings Bank is lo- cated at Grant place and Tenth street northwest, with Thomas E. Jarrel as president and Robert A. Sisson, con- servator. This is the bank with which Jobn D. Leonard was so actively con- peeted for many years. All the groups participated in the rise, sc much so that it was difficult to pick out a feature At intervals the ticker fell far behind, and it was late at the end Realizing was readily absorbed,’ and although the market paused at times, it never weakened. Sentiment was predominantly bullish, suggesting caution lest the buying might be overdone, although there was no sign of it on the tape. Commodities were as strong as stocks. Wheat left off 233 to 27 cents higher. Cotton was very strong all day. It was reported in the late afternoon that & rise in the price of copper would not be long delayed. The foreign exchanges were some- what higher, but speculation in the” stock market was founded on continued evidences of business improvement. Speculation in the stock market went on aggressively throughout the morn- ing. In the first half hour the turn- over was 1,170,000 shares and the tape fell as much as 13 minutes behind. Realizing was encountered on the initial advance, but its only effect was to check the rise temporarily. By noon the upward movement was again under way. That the public was in the market admitted of no dispute. Demand for stocks poured in from all over the country. Notwithstanding the activity and the strength, there were few fea- tures. In general the market moved as a whole, although interest shifted from group to group during the day. Allied Chemical was one of the few spectacular performers, advancing some 4 points against a short interest that had been crawn in by the corporation’s controversy with the Stock Exchange over the adequacy of its flnancial statements. American Can, Eastman Kodak and Johns-Manville were among the other particularly strong spots. The steel shares came in for their share of attention today, with United States Steel common above $50 a share | for the first time this year, and National Steel at a new peak price. American Telephone was bid up as the opinion gained ground that any cut in the divi- dend at the May 17 meeting would be, small, possibly only to an $8 annual basis. Western Union advanced with ‘Telephone. Public utilities as a group ‘were moderately higher. Close watch was kept upon the rails for confirmation of the bull market in- | dication given by the industrials. While not conclusive, the action of the rail- | roal issues was encouraging. Atchison |made a new high across $50 a share, | Atlantic Coast Line rose almost 3 points and there was active demand for the | stocks of the Northwestern roads. | SICVER QUOTATIONS.
