B8 RAILWAY FINANCING .5 PLAN IS AWAITED Van Sweringens’ Course Ex- pected to Be Pattern for Capital Reorganization. By the Assoclated Press. CLEVELAND, Ohio, April 6.—The pattern and extent of capital reorgani- zation of the railroads of the country | under the new Federal bankruptcy law | may be indicated soon with announce- ment of the Van Sweringens’ plans for the Missouri Pacific. First to try the new “short cut” to reorganization without a receiver, the | Missouri Pacific has taken the first| step to rearrange its capital structure, | even as the “new deal” for co-ordina- | tion of railroad operations is taking shape at Washington. The Missouri Pacific system was be- lieved at one time to afford vast op- portunities for the Van Sweringens, who got into railroading as a sideline to real estate development. When they obtained control in 1930 they began making the Southwest the scene of some of their chief operations. It was believed then they were near ct, a goal of which such empire builders | scheduled for April 18, 19 and 20, has as Gould, Harriman and Collis P. Huntington had dreamed but neve realized—a great transcontinental sys- tem reaching from seaboard to sea board. Acquire Both. | Gould had planned to use the Mis- | souri Pacific in his plans, and Hunting- ton had started to build the C. & O. In 1930 the Van Sweringen brothers had both. With an articulated system east of the Mississippi, it seemed they | had only to acquire working control of the Western Pacific to close the gap beut;een Salt Lake City and San Fran- ¢ Subsequent developments suggested that the ambition of the Van Swer- ingens, having led them across the Mississippi, also was leading them on to_the Golden Gate. Moves of the Western Pacific to get its own entrance into San Francisco, and of the Denver, Rio Grande & West- ern to use the Moffat Tunnel and Dot- sero_cut-off in Colorado seemed to be the beginning steps. The Van Swenngens themselves have been active in pushing their unifying operations in the region, as they were in the East. Leaving his brother in charge in the East, O. P, van Sweringen took the chairmanship of the Missouri Pacific and its numerous subsidiaries in 1930. One of First Steps. One of their first steps was to inau- gurate through train service between Cleveland and Mexico City, using the Mexican National Railways south from Laredo, Tex. Blanketing the area from the Mis- sissippi to the Sierras of Nevada, the system reaches into rich oil lands of the midcontinent field, productive wheat and agricultural areas, new citrus groves of Texas, the rapidly developing Gulf ports with their promise of Latin ‘American trade, and toward the copper and minera] deposits of Mexico and the Southwest.
