Who are the “rich” in America? %his question becomes pertinent as the | Iatest figures from the Bureau of In- ternal Revenue are analyzed, especially as it is apparent that the people who ecollectively earned a net income of about ' $12,000,000,000 paid only $89,- | 000,000 in taxes, while another group of 'people who earned $1,280,000,000 | paid a tax of $149,000,000 The first group comprises all indi- | viduals who had a net income of less | thar $50.000 a vear and the second group includes all who earned $50,000 | & yeer or more i The under $50,000 group, which paid | the, $89,000,000 in taxe’, had about | $217,000,000 in profits from sale of real | estate, stocks and bonds other than| capital net gains. Another interesting sidelight is that the group under $5,000 a year paid only $7,350,000 in taxes, but its net| income was $6,551,000,000. This data reveals clearly that the Government_has not been taxing the people who have been earning the big collective incomes on any basis com- parable with those of the upper classes 1 in income, and that with the shrink- | age of incomes in the over $50.000 a | 2.2 year class the biggest share of the net | income is in the group below $50,000 & | year. | If the income tax is to b> maintained | as a means of revenue raising without Tecourse to sales taxes, then the Treas- ury can hope to raise more mgney by taxing more heavily the groups under $50,000 a year, and perhaps even more drastically the incomes above $50,000. But the fact remains that the tax laws have rested rather easily on the people with incomes of $5,000 a year and run- ning up to $50,000 a year, as compared with the heavy toll taken from those in excess of $50,000, while those under $5,000 have paid a negligible amount | of the total tax, about 3 per cent of the x bill. 2,560,000 in $5,000 Class. One of the arguments made in favor of the sales tax is that it is spread | evenly over all the people, but if it is desired to spread taxes evenly the Gov- | ernment has the same opportunity with | respect to the income tax. Politically heretofore it has been deemed unpopu- lar to tax incomes under $5,000 & year, because 2,560,000 persons are in_that class, whereas there are only 556,120 persons with incomes over $5000 a year, and of this group only 10,800 have net incomes in excess of $50,000 a year. ‘The general principle among the politicians _has been that this latter group could pay higher taxes. Un- questionably the new income tax rates which go into effect March 15 next will weigh heavily on the higher brackets, but they will by no means bring the | revenue expected, because of the pass- ing of dividends and general losses in business. As for the group under $50,- 000 2 year, the net income is not ex- pected to vary as materially as that of the group in the higher brackets. No further tinkering with the in- | come tax is to be expected until late in 1933, when the returns from the laws passed last Spring have been col- Jected and the productivity of the tax rates in each class is studied in the | light of 1932 business conditions. NEW YORK, January 2.—The rail- road statements for November, now | being published, do no’ make relatively | as good a showing as those for October, but they are satisfactory at one point in that a large number of them indicate an improvement over November last year. Among the 26 systems that displayed l‘ greater net operating income in No- vember than for the same month in 1931 are the New York Central, On- 4, tario & Western, Srie, Chesapeake & 2 | Ohio, Wabash, Pennsylvania, Lehigh Val- ley. Chicaro & Northwestern. Louisville | & Nashville, Southern, Nickel Plate and | Central Railroad of New Jersey. The most significant was the' increase of over 65 per cent by the New York Cens ral, with several roads that had deficits a year ago able to turn a loss in gross | revenues into an operating surplus, October Income. In October the net operating income of the Class 1 lines was only slightly : lower than that in the same month last year, which compared with a reduction of nearly 80 per cent in July. The No- | vember net loss for the first 56 roads ! reporting wes 4.2 per cent as against the figure for 1931 and contrasted with a 17 per cent drop in gross earnings. This is further evidence that the car- riers are still able to operate at a ratio. In fact, some of the larger s tems, such as the Pennsylvania, show-a continuation of the control of expenses which has been one of the chief fems | tures in this year's report. Among individual lines there are spe- cial features in the November state- ments, as well as those for the first 11 months of the year, which have at- tracted the attention of investors. For instance, last month the net operating incume of the Louisville & Nashville was 140 per cent greater than in ‘Noe vember, 1931. This statement was the basis of the recent accumulation in Louisville & Nashville stock. The addi~ tion to net operating income of the Atchison in November gave the road a | margin over the amount required to pay the full 5 per cent dividend for the 12 months on its preferred stock. The Illinols Central system is dis- tinctive, along with the Reading, for its larger net operating income for the 11 months then in the similar perfod of 1931.
