Treasury Warrants. ‘The present strength of the Marine Corps—to say nothing of the projected ! cut of 1,743 enlisted men—*it not pre- pared to perform its allotted task in the event of a national emergency,” Maj. Gen. Ben H. Fuller, commandant, said in his annual report, made public today. The commandant recommends that the enlisted strength “be restored to 18,000 as soon as the state of the| Treasury warrants it.” The official strength of the Marine Corps now is 15,343 enlisted men, and under the Budget Bureau estimates a further slash of 1,743 men is proposed. In the opinion of corps authorities this will mean tie closing down of the Parris TIsland training station and the reduc- tion of the posts at Quantico and San Diego, virtually to an ‘inoperative status.” | Marines Praised. “In spite of decreased personnel and limited funds, the results obtained by the Marine Corps have been satisfac- tory,” said Gen. Fuller, “This has been due in most part to the unfailing abili- ty of Marines to carry on under adverse conditions. OIL PARLEY FAILURE BLAMED ON BRITAIN Persian Foreign Minister Says Government Intends to Claim Rights. By the Assoclated Press. TEHERAN, Persia, December 16— “The British government's interference has prevented negotiations for satis- factory terms,” the foreign minister said yesterday in a discussion in the National Assembly of the dispute over the Anglo-Persian oil concession, which Persia has threatened to cancel. He added that Persia owned the oil and there was no reason why she should close her eyes to a concession given by a corrupt regime. Persia has claimed her rights and intends to obtain them in any event, the foreign minister said. Other mem- bers of the government declared they were unable to understand why the British government had interfered in an affair between Persia and the oil company.
