SUBMARNE SIFETY PROGRESIS SN Adams Report Indicates Ad- vances Made at Bellevue Laboratories Here. Submarines are being made safer, thanks to investigation conducted at the Naval Research Laboratory at Bellevue, D. C. This was announced in Secretary Adams’ annual report, which urged that to advance profruu in ship- building, Congress should authorize im- mediate construction of the new model- testing basins, near Conduit road, not far from the District line, in keeping with a program indorsed by the Na- tional Capital Park and Planning mrmnission. In addition to the use of the “lung,” and the training given by the sub- marine-escape Manks, the Secretary points cut: “The Naval Research Laboratory has completed its investigations of a more eflicient carbon dioxide absorbent, and funds have been set aside for the pur- chase of a sufficient quantity to replace the soda lime now issued to submarines for this purpose. New Hydrogen Detector. “The laboratory has also developed 8 satisfactory type of hydrogen detector for submarines. Twelve of these in. struments have been issued to the serv- marines in commission. This device, tegether with the air flow meters, also developed by the laboratory, should be effective in minimizing the danger from the explosion of hydrogen gas from the storage batteries.” Provision for new modeF basins, the Becretary holds “is of the greatest na- tional importance in view of its bear- ing on merchant shipbuilding, as well as on naval work, and the necessary legis- lation should be enacted as soon as practicable.” Citing other work done at $hd Naval Research Laboratory, the Secretary say “The research and development ‘work done at this laboratory and at the Naval Engineering Experiment Station. Annapolis, and at the Naval Boiler Lab- oratory, Navy Yard, Philadelphia, and the Material Laboratory, Navy Yard. New York, is of inestimable value to the Navy in improving its designs and ma- terials and in adapting apparatus de- veloped for commercial purposes to naval uses. Used By Other Agencies. “The tests conducted at all of these laboratories and at the navy yards in- sure the suitability cf all apparatus and materials for naval use. These labora- tories are used to some extent by cther depariments of the Government. Re- search in connection with radio, steel castings, welding, treatment of boller water and other important subjects are in constant progress.” Focusing attention on the proposed new Naval Hospital here, the Secre- tary. said “The architects’ plans for the con- struction of the new Naval Hospital at Washington are nearing _completion.
