COLOMBIA FLOATS B LOA FOR WAR $10,000,000 Oversubscribed as Peruvians 0. K. $5,- 000,000 Bond Issue. By the Assoclated Press. BOGOTA, Colombia, September 22.— Official sources said today the $10,000,- 000 defense loan proposed following the demand for war with Peru over the Amazon port of Leticla was oversub- scribed. (The Peruvian Congress approved yesterday a defense loan of $5,000,000, to be issued #t 6 per cent at par). START OF WAR CLAMOR. Scized Leticia, One of Last Frontlers of Civilization. BY CHARLES E. Assoctated Press Writer Recently Returned From Bowota. = * One of the last frontlers of clviliza~ tion came before the eyes of the world a week ago, when the ministry of for- eign relations of Colombia announced Peruvian civilians had taken forcible control of the tiny Colombian village of Leticia. From Bogota, the Colombian capital, and from Lima. the capital of Peru, immediately came reports of populaces clamoring for war. 3 But the probabilities of military oper- ations in the Putumayo territory, where Leticia is located, are decidedly remote. Soldiers in a conflict on the border of Colombia and Peru would have far less to fear drom the enemy's bullets than from the equatorial country itself. Vast Unsettled Areas. Although the settled districts of Co- Jombia are as civilized as any in the United States, the republic embraces vast reaches of territory such as the Putumayo. There Indian head-hunters still decapitate their enemies and shrink their heads, tropical fevers are a scourge, alligators and boa constrictors are thick, and there are no roads. As distance is reckoned in the United States, it is not very far from Bogota to_Leticia. But the trail from Bogota to Leticia Jeads across the equator, through jun- gles where distance is estimated in ‘weeks, and not by miles. Only 400 miles separate the Colom- bian capital from the embattled bor- der village, but that s a matter of three weeks’ steady travel now in the dry sea- son. It would be a short airplane flight, but Leticia has never heard the roar of an afrplane motor. The jungle pro- vides no landing fields. Route of Intrepid Flyer. Only Maj. Benjamin Mendez, the in- trepid Colombian fiyer, has ever taken the overland route across the southern border of his country, and he passed far west of Leticia on his non-stop fight to Quito, Ecuador. Despite these transportation ob- stacles, Colombia belleves she is far better prepared for military measures in the Putumayo than is Peru. Only scattered outposts guard Peru's north- eastern border, while Colombia central- izes its well-equipped army at Bogota. Lieut. Enrique Santamaria of the Colombian Air Corps, a graduate of the United States Army Pursuit School at San Antonio, Tex, established an air feld at Florencia, in the Putumayo, last year. John Todhunter of Gales- burg, TlL. military flying adviser to the Colombian government, supervised the installation of machine guns on air corps craft. Few Colombians and few Peruvians have more than a hazy notion of where Letica is. EX-OFFICIALS SENTENCED Former Mayor and Police Chief of Wilmington, N. C., Convicted. WILMINGTON, N. C., September 22 (®) —Parker Quince Moore, - former mayor of Wilmington, and J. J. Furlong, former police chief, ‘were convicted of attempted extortion' yesterday and sen- tenced to prison, but obtained stays of execution of the sentences until the next term of court and were released on_bond. The two men were accused of send- ing threatening notes, which demanded $25,000, to Mrs. Jessie Kenan Wise of Wilmington, wealthy widow. Judge W.
