By the Associated Press. PORTLAND, Oreg., September 22.— The Associated Press has been reliably informed Gov. Franklin D. Roosevelt will comment upon the soldier bonus payment some time during the first half of October, perhaps in his second campaign trip to the Middle West and The Democratic presidential candi- ence, as he has throughout the present campaign_journey, refrained from ex- pressing himself on the veterans’ de- mands for immediate payment of ad- justed compensation certificates.
